The committee on Consumer Protection and Professional Licensure, to
whom were referred the petition (accompanied by bill, House, No. 255) of
Daniel Cahill for legislation to establish an online lottery; and the petition
(accompanied by bill, House, No. 312) of Kenneth I. Gordon relative to
the use retailer-backed coupons by licensees authorized to sell alcoholic
beverages at retail for off-premises consumption, reports recommending
that the accompanying order (House, No. 5030) ought to be adopted.

1 Ordered, That the committee on Consumer Protection and Professional Licensure be
2authorized to sit during a recess of the General Court to make an investigation and study of
3House documents numbered 255 and 312, relative to online lottery and retailer-backed coupons.
4 Said committee shall report to the General Court the results of its investigation and study
5and its recommendations, if any, together with drafts of legislation necessary to carry such
6recommendations into effect, by filing the same with the Clerk of the House of Representatives
7on or before December 31, 2024.
