The committee on Public Health, to whom were referred the petition 
(accompanied by bill, House, No. 2143) of Peter Capano and others that 
the Department of Public Health create a process for state receivership for 
certain hospitals or free-standing clinics that provides essential health 
services; the petition (accompanied by bill, House, No. 2177) of Denise C. 
Garlick relative to written consent for HLTV 111 tests; the petition 
(accompanied by bill, House, No. 2248) of Alice Hanlon Peisch for 
legislation to reduce lead poisoning in children; the petition (accompanied 
by bill, House, No. 3618) of Mark J. Cusack and others relative to 
establishing a statewide standard prehospital care protocol related to the 
assessment, treatment and transport of stroke patients; and the petition 
(accompanied by bill, House, No. 4230) of Natalie M. Higgins and others 
relative to essential services in hospitals, reports recommending that the 
accompanying order (House, No. 5031) ought to be adopted.

1 Ordered, That the committee on Public Health be authorized to sit during a recess of the 
2General Court to make an investigation and study of House documents numbered 2143, 2177, 
32248, 3618 and 4230, relative to hospital closures, stroke treatment, written consent and other 
4related matters.
5 Said committee shall report to the General Court the results of its investigation and study 
6and its recommendations, if any, together with drafts of legislation necessary to carry such 
7recommendations into effect, by filing the same with the Clerk of the House of Representatives 
8on or before December 31, 2024.
