By Representative Gifford of Wareham, a petition (subject to Joint Rule 12) of Susan Williams 
Gifford that the Teachers’ Retirement Board be directed to grant Thomas Brian Donnelly one 
year of creditable service and recalculate his superannuation retirement allowance. Public 
Service.

An Act relative to retirement benefits for Thomas Brian Donnelly.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Notwithstanding any general or special law, rule or regulation to the 
2contrary, the teachers’ retirement board shall grant Thomas Brian Donnelly 1 year of creditable 
3service in the teachers’ retirement system upon payment into the annuity savings fund of the 
4system of an amount equal to 11 per cent of his projected annual rate of salary as if he had retired 
5in 2017 from the New Bedford High School as a Masters +30 credit employee.
6 SECTION 2. Notwithstanding any general or special law, rule or regulation to the 
7contrary, upon the grant of 1 year of creditable service pursuant to section 1, Thomas Brian 
8Donnelly shall be considered eligible for the alternative superannuation retirement benefit 
9provided pursuant to subdivision (4) of section 5 of chapter 32 of the General Laws. The board 
10shall then recalculate Thomas Brian Donnelly’s superannuation retirement allowance using the 
11formula for the alternative superannuation retirement benefit pursuant to said subdivision (4) of  2 of 2
12said Section 5 of said chapter 32, and Thomas Brian Donnelly shall be entitled to the alternative 
13superannuation retirement benefit as of the effective date of this act.
