3030 An Act to assesses school integration within the Metropolitan Council for Educational
3131 Opportunity (METCO) program.
3232 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3333 of the same, as follows:
3434 1 (a) There shall be a special legislative commission established pursuant to section 2A of
3535 2chapter 4 of the General Laws to reassess school integration within the Metropolitan Council for
3636 3Educational Opportunity program, hereinafter called the METCO program.
3737 4 The commission shall consist of 13 members: 2 of whom shall be the chairs of the joint
3838 5committee on education or their designees, who shall serve as co-chairs; 1 of whom shall be
3939 6appointed by the speaker of the house of representatives or a designee; 1 of whom shall be
4040 7appointed by the president of the senate or a designee; 1 of whom shall be the minority leader of
4141 8the house of representatives or a designee; 1 of whom shall be the minority leader of the senate
4242 9or a designee; 1 of whom shall be the secretary of education or a designee; 1 of whom shall be 2 of 2
4343 10the commissioner of elementary and secondary education or a designee; 1 of whom shall be the
4444 11president of the Black Educators Alliance of Massachusetts, Inc. or a designee; 1 of whom shall
4545 12be the president of the National Association for the Advancement of Colored People New
4646 13England Area Conference or a designee; and 3 of whom shall be appointed by the governor and
4747 14shall be former participants in the METCO program.
4848 15 The commission shall evaluate the historical impact of the METCO program in the
4949 16commonwealth and make recommendations to the general court regarding school integration and
5050 17improvements to the program.
5151 18 (b) The commission shall convene beginning not later than 180 days after the effective
5252 19date of this act and meet not fewer than 4 times. The commission shall submit its findings and
5353 20recommendations, including any proposed legislation, by filing the same with the clerks of the
5454 21house of representatives and senate and the governor not later than 1 year after the effective date
5555 22of this act.
