30	30	An Act to assesses school integration within the Metropolitan Council for Educational
31	31	Opportunity (METCO) program.
32	32	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
33	33	of the same, as follows:
34	34	1 (a) There shall be a special legislative commission established pursuant to section 2A of
35	35	2chapter 4 of the General Laws to reassess school integration within the Metropolitan Council for
36	36	3Educational Opportunity program, hereinafter called the METCO program.
37	37	4 The commission shall consist of 13 members: 2 of whom shall be the chairs of the joint
38	38	5committee on education or their designees, who shall serve as co-chairs; 1 of whom shall be
39	39	6appointed by the speaker of the house of representatives or a designee; 1 of whom shall be
40	40	7appointed by the president of the senate or a designee; 1 of whom shall be the minority leader of
41	41	8the house of representatives or a designee; 1 of whom shall be the minority leader of the senate
42	42	9or a designee; 1 of whom shall be the secretary of education or a designee; 1 of whom shall be 2 of 2
43	43	10the commissioner of elementary and secondary education or a designee; 1 of whom shall be the
44	44	11president of the Black Educators Alliance of Massachusetts, Inc. or a designee; 1 of whom shall
45	45	12be the president of the National Association for the Advancement of Colored People New
46	46	13England Area Conference or a designee; and 3 of whom shall be appointed by the governor and
47	47	14shall be former participants in the METCO program.
48	48	15 The commission shall evaluate the historical impact of the METCO program in the
49	49	16commonwealth and make recommendations to the general court regarding school integration and
50	50	17improvements to the program.
51	51	18 (b) The commission shall convene beginning not later than 180 days after the effective
52	52	19date of this act and meet not fewer than 4 times. The commission shall submit its findings and
53	53	20recommendations, including any proposed legislation, by filing the same with the clerks of the
54	54	21house of representatives and senate and the governor not later than 1 year after the effective date
55	55	22of this act.
