28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
29 | 29 | | of the same, as follows: |

30 | 30 | | 1 SECTION 1. The Massachusetts Technology Collaborative shall, within one year of the |
---|
31 | 31 | | 2effective date of this act, establish and implement a pilot program to examine the use of |
---|
32 | 32 | | 3blockchain technology to support storage of real property records, working with at least one |
---|
33 | 33 | | 4registry of deeds. The pilot program shall test distributed ledger technology as a redundancy- |
---|
34 | 34 | | 5driven concept to be used parallel and as a backup record to the current recording system. The |
---|
35 | 35 | | 6Massachusetts Technology Collaborative and the participating register or registers of deeds shall |
---|
36 | 36 | | 7identify legal impediments that must be modified to accommodate blockchain-based recordation |
---|
37 | 37 | | 8of real property interests. |

38 | 38 | | 9 SECTION 2. Not later than 12 months after the conclusion of the pilot program, the |

39 | 39 | | 10Massachusetts Technology Collaborative shall file a report that includes an evaluation of the |

40 | 40 | | 11pilot and an assessment of the feasibility and advisability of the deployment of blockchain |
---|
41 | 41 | | 12technology to support storage of real property records with the clerks of the house and senate, the 2 of 2 |
