29	29	An Act to study the feasibility of creating and implementing a gypsy moth spraying program.
30	30	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
31	31	of the same, as follows:
32	32	1 SECTION 1. Notwithstanding any general or special law to the contrary, there shall be a
33	33	2special commission, to study and report on the feasibility of creating and implementing a gypsy
34	34	3moth spraying program. The scope of the commission shall include, but not limited to:
35	35	4researching, evaluating and developing recommendations related to establishing the policy and
36	36	5procedures for the control of the spread of the gypsy moth population in the commonwealth;
37	37	6studying current regulations in Massachusetts and from other states and countries related to the
38	38	7spraying of pesticides and neonicotinoids; identifying adequacy of funding for efforts to
39	39	8implement a gypsy moth spraying program; and identifying the economic, environmental and
40	40	9public health benefits and costs of such program. 2 of 2
41	41	10 The special commission shall consist of: the secretary of energy and environmental
42	42	11affairs, or a designee; the commissioner of environmental protection, or a designee; 3 members
43	43	12who shall be appointed by the governor-1 member of the senate to be appointed by the senate
44	44	13president, 1 member of the house of representatives to be appointed by the speaker, 1 member of
45	45	14the senate appointed by the senate minority leader.
46	46	15 The special commission shall submit its final report of the findings and recommendations
47	47	16together with drafts of legislation to implement those recommendations by filing the same with
48	48	17the executive office of energy and environmental affairs; the department of environmental
49	49	18protection; the joint committee on environment, natural resources and agriculture; and the clerks
50	50	19of the senate and the house no later than 1 year after the passage of this bill.
