2929 An Act to study the feasibility of creating and implementing a gypsy moth spraying program.
3030 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3131 of the same, as follows:
3232 1 SECTION 1. Notwithstanding any general or special law to the contrary, there shall be a
3333 2special commission, to study and report on the feasibility of creating and implementing a gypsy
3434 3moth spraying program. The scope of the commission shall include, but not limited to:
3535 4researching, evaluating and developing recommendations related to establishing the policy and
3636 5procedures for the control of the spread of the gypsy moth population in the commonwealth;
3737 6studying current regulations in Massachusetts and from other states and countries related to the
3838 7spraying of pesticides and neonicotinoids; identifying adequacy of funding for efforts to
3939 8implement a gypsy moth spraying program; and identifying the economic, environmental and
4040 9public health benefits and costs of such program. 2 of 2
4141 10 The special commission shall consist of: the secretary of energy and environmental
4242 11affairs, or a designee; the commissioner of environmental protection, or a designee; 3 members
4343 12who shall be appointed by the governor-1 member of the senate to be appointed by the senate
4444 13president, 1 member of the house of representatives to be appointed by the speaker, 1 member of
4545 14the senate appointed by the senate minority leader.
4646 15 The special commission shall submit its final report of the findings and recommendations
4747 16together with drafts of legislation to implement those recommendations by filing the same with
4848 17the executive office of energy and environmental affairs; the department of environmental
4949 18protection; the joint committee on environment, natural resources and agriculture; and the clerks
5050 19of the senate and the house no later than 1 year after the passage of this bill.
