3232 1 Resolved, regarding informing the population of Massachusetts about the use of the Right
3333 2Of Free Petition; the use of Bills, Resolves, Resolutions, and Proposals for Constitutional
3434 3Amendments.
3535 4 It being the proper business of the persons of Massachusetts, to be able to intersect with
3636 5their government, therefore The Right Of Free Petition, should be revitalized, by a series of steps
3737 6considered by The Great And General Court, and its two legislative chambers.
3838 7 This legislation requests and describes creation of a Special Committee and/or
3939 8Commission of members of the House, and Senate, to consider how to publicize, educate, and
4040 9disseminate information to the general population of Massachusetts, regarding the availability, 2 of 2
4141 10and processes for filing proposed legislative actions under the Right Of Free Petition: Bills,
4242 11Resolves, Resolutions, and Proposals for Constitutional Amendments.
4343 12 The Special Committee and/or Commission shall hold, well-publicized hearings, at both
4444 13the State House, and in at least four other geographically disparate areas of The Commonwealth,
4545 14to collect public comment regarding actions to be taken.
4646 15 A suitable generally available publication shall be created, and disseminated by the
4747 16Secretary of The Commonwealth, to provide general information as to how this right can be
4848 17readily exercised. – It is the intent of this measure, that more individuals may bring forward,
4949 18ideas, thoughts, and useful mechanisms, for the benefit of government, and our society.
5050 19 This body shall be a membership appointed by the Speaker Of The House, President Of
5151 20The Senate, and shall have representation of all political parties, including Unenrolled (non-
5252 21party, Independents) from each body. Membership shall be appointed within three (3) months of
5353 22passage.
5454 23 This body shall have a lifespan of eighteen (18) months from the appointment of its
5555 24members.
