31	31	Resolve regarding revitalizing the right of free petition.
32	32	1 Resolved, regarding informing the population of Massachusetts about the use of the Right
33	33	2Of Free Petition; the use of Bills, Resolves, Resolutions, and Proposals for Constitutional
34	34	3Amendments.
35	35	4 It being the proper business of the persons of Massachusetts, to be able to intersect with
36	36	5their government, therefore The Right Of Free Petition, should be revitalized, by a series of steps
37	37	6considered by The Great And General Court, and its two legislative chambers.
38	38	7 This legislation requests and describes creation of a Special Committee and/or
39	39	8Commission of members of the House, and Senate, to consider how to publicize, educate, and
40	40	9disseminate information to the general population of Massachusetts, regarding the availability, 2 of 2
41	41	10and processes for filing proposed legislative actions under the Right Of Free Petition: Bills,
42	42	11Resolves, Resolutions, and Proposals for Constitutional Amendments.
43	43	12 The Special Committee and/or Commission shall hold, well-publicized hearings, at both
44	44	13the State House, and in at least four other geographically disparate areas of The Commonwealth,
45	45	14to collect public comment regarding actions to be taken.
46	46	15 A suitable generally available publication shall be created, and disseminated by the
47	47	16Secretary of The Commonwealth, to provide general information as to how this right can be
48	48	17readily exercised. – It is the intent of this measure, that more individuals may bring forward,
49	49	18ideas, thoughts, and useful mechanisms, for the benefit of government, and our society.
50	50	19 This body shall be a membership appointed by the Speaker Of The House, President Of
51	51	20The Senate, and shall have representation of all political parties, including Unenrolled (non-
52	52	21party, Independents) from each body. Membership shall be appointed within three (3) months of
53	53	22passage.
54	54	23 This body shall have a lifespan of eighteen (18) months from the appointment of its
55	55	24members.
