2626 An Act relative to solar energy grants at posts of veterans' organizations.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Section 2 of Chapter 29 of the General Laws, as appearing in the 2020 Official Edition, is
3030 2hereby amended by adding the following section:-
3131 3 Section 2RRRRR.
3232 4 (a) As appearing in the following section the following word shall, unless the context
3333 5clearly requires otherwise, have the following meaning:
3434 6 “Veterans’ organization”, any veterans' organization incorporated by the Congress of the
3535 7United States.
3636 8 (b) There is hereby established and set up on the books of the commonwealth an
3737 9expendable trust to be known as the Veterans' Organization Posts solar program. The secretary of
3838 10energy and environmental affairs shall establish a grant program to provide solar energy
3939 11technology to Veterans organizations, that any such grant shall be expended for solar energy 2 of 2
4040 12technology at the local Veterans' organization's headquarters location, hall, or post; provided
4141 13further, that 100 per cent of the solar energy produced by said technology will benefit the
4242 14awarded local Veterans organization. The amounts credited to the trust shall be available for
4343 15expenditure, subject to appropriation, not to exceed $500,000 in a fiscal year, for the costs
4444 16associated with purchasing and installing solar energy generating equipment for Veterans
4545 17organizations that meet criteria set forth by the secretary; provided, that not less than 10 grants
4646 18shall be awarded per fiscal year; provided further, that no grant amount shall exceed $50,000;
4747 19and provided further, that grants shall be awarded in geographically diverse areas of the
4848 20commonwealth.
4949 21 (c) The executive office of energy and environmental affairs shall annually submit a
5050 22report on disbursements of the trust, including, but not limited to, grant awardees and amounts
5151 23awarded, to the clerks of the house and senate and the joint committee on telecommunications,
5252 24utilities and energy not later than December 31.
