The committee on Cannabis Policy, to whom was referred the petitions (accompanied by
bill, Senate, No. 47) of William N. Brownsberger for legislation relative to the distribution of
cannabis seeds; and (accompanied by bill, Senate, No. 54) of Paul W. Mark and Anne M. Gobi
for legislation relative to interstate commerce of cannabis seeds, report the accompanying bill
(Senate, No. 2599).

An Act relative to seeds.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Section 1 of Chapter 94C of the General Laws, as appearing in the 2020
2Official Edition, is hereby amended in line 237 by striking the following words:- the seeds
3thereof;
4 SECTION 2. Section 1 of Chapter 94C, as so appearing, is hereby further amended in
5lines 244 to 245 by striking out the words “or the sterilized seed of the plant which is incapable
6of germination” and replacing therein with the following words:- the sterilized seed of the plant
7which is incapable of germination, or the seeds of the plant Cannabis sativa L.
8 SECTION 3. Section 1 of Chapter 94G of the General Laws, as so appearing in the 2020
9Official Edition, is hereby amended in lines 77 to 78 by striking the following words:- the seeds
10thereof;
11 SECTION 4. Section 1 of Chapter 94G, as so appearing, is hereby further amended in
12line 89 after the word “products” the following words:- or (iv) the seeds of any plant of the genus
13Cannabis. 2 of 2
14 SECTION 5. Section 1 of Chapter 94I of the General Laws, as so appearing in the 2020
15Official Edition, is hereby amended in line 45 by striking the following words:- “the seeds
16thereof;”
17 SECTION 6. Section 1 of Chapter 94I, as so appearing, is hereby further amended in line
1857 after the word “products” the following words:- or (iv) the seeds of any plant of the genus
19cannabis.
