10 | 10 | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority | |
11 | 11 | of the same, as follows: | |
12 | 12 | 1 SECTION 1. Section 3D(a) of Chapter 23A of the General Laws is hereby amended by | |
13 | 13 | 2inserting after "(vii)" the following:- | |
14 | 14 | 3 (viii) preference shall be given by the EACC to a controlling business that already bases | |
15 | 15 | 4its global or national headquarters and executive operations within the commonwealth. | |
16 | 16 | 5 SECTION 2. Section 3C of chapter 23A is hereby amended by adding the following 2 | |
17 | 17 | 6subsections:- | |
18 | 18 | 7 (e) Notwithstanding subsections (b) and (c), the EACC shall, by guideline or regulation, | |
19 | 19 | 8establish an incentive program to encourage controlling businesses that locate their global or | |
20 | 20 | 9national headquarters and executive operations within the commonwealth to hire and retain new, | |
21 | 21 | 10permanent, full-time employees in the commonwealth, provided however that the business shall | |
22 | 22 | 11not be required to invest in improvements to receive tax credits as part of the program | |
23 | 23 | 12established under this subsection. 2 of 2 | |
24 | 24 | 13 (f) The EACC shall give special consideration to the impact of investment and job growth | |
25 | 25 | 14in rural and seasonal communities within the commonwealth. |
