99 An Act relative to investment in Massachusetts-based jobs.
1010 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
1111 of the same, as follows:
1212 1 SECTION 1. Section 3D(a) of Chapter 23A of the General Laws is hereby amended by
1313 2inserting after "(vii)" the following:-
1414 3 (viii) preference shall be given by the EACC to a controlling business that already bases
1515 4its global or national headquarters and executive operations within the commonwealth.
1616 5 SECTION 2. Section 3C of chapter 23A is hereby amended by adding the following 2
1717 6subsections:-
1818 7 (e) Notwithstanding subsections (b) and (c), the EACC shall, by guideline or regulation,
1919 8establish an incentive program to encourage controlling businesses that locate their global or
2020 9national headquarters and executive operations within the commonwealth to hire and retain new,
2121 10permanent, full-time employees in the commonwealth, provided however that the business shall
2222 11not be required to invest in improvements to receive tax credits as part of the program
2323 12established under this subsection. 2 of 2
2424 13 (f) The EACC shall give special consideration to the impact of investment and job growth
2525 14in rural and seasonal communities within the commonwealth.
