2828 An Act amending Chapter 58 of the Acts of 2018 and Sections 6-11 and 10-3 of the Lynn City
2929 Charter.
3030 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3131 of the same, as follows:
3232 1 Section 1. Section 6-11 of the Lynn City Charter as added by Chapter 8 of the Acts of
3333 21985 and amended by Chapter 58 of the Acts of 2018 is hereby amended by adding the
3434 3following paragraph (h):
3535 4 "(h) the chief financial officer shall supervise and oversee the director of the capital
3636 5projects who shall be appointed by the mayor subject to the approval of the city council, for a
3737 6term of three years upon such terms as established by the mayor and approved by the city
3838 7council. The director of capital project shall oversee, coordinate, all new capital construction
3939 8projects or repairs to existing facilities, including public schools, projects valued over twenty-
4040 9five thousand ($25,000) dollar. The director of capital projects shall appoint and oversee
4141 10necessary project managers and other necessary personnel to plan, supervise and manage new 2 of 3
4242 11building construction and capital repairs projects valued over twenty-five thousand ($25,000)
4343 12dollars."
4444 13 Section 2. Section 10-2(d) of the Lynn City Charter as amended by Chapter 378 of the
4545 14Acts of 2014 is hereby amended by striking and repealing the following words:
4646 15 "(d) city of Lynn public construction and the inspection, maintenance and repairs of
4747 16public buildings and facilities, including the public schools, and oversight of all capital
4848 17construction."
4949 18 Section 3. The second sentence of Section 10-3(a) of the Lynn City Charter as added by
5050 19Chapter 378 of the Acts of 2014 is hereby amended by striking and repealed the words:
5151 20 "lead paint inspectors and the planning department, which shall be responsible for all of
5252 21its present functions conferred upon it by the General Laws and city ordinances." and replacing
5353 22said words with: "and lead paint inspectors."
5454 23 Section 4. The third and fifth sentences of Section 10-3(a) of the Lynn City Charter as
5555 24amended by Chapter 378 of the Acts of 2014 are hereby amended by striking and repealed the
5656 25words "deputy building commissioner" and replacing said words with: "director of the
5757 26inspectional division".
5858 27 Section 5. The fourth sentence of Section 10-3(a) of the Lynn City Charter as added by
5959 28Chapter 378 of the Acts of 2014 is hereby amended by striking and repealing the sentence in its
6060 29entirety.
6161 30 Section 6. The fifth sentence of Section 10-3(a) of the Lynn City Charter as added by
6262 31Chapter 378 of the Acts of 2014 is hereby amended by striking and repealing the words "and 3 of 3
6363 32shall be preferred to have a bachelor of science degree in architecture or engineering or 5 years
6464 33of similar experiencing in the supervision of inspectional staff."
6565 34 The fifth sentence of Section 10-3(a) of the Lynn City Charter as added by Chapter 378
6666 35of the Acts of 2014 shall be replaced by the following language: "and shall be preferred to
6767 36possess experience in the supervision of inspectional staff."
6868 37 Section 7. This act shall take effect upon its passage.
