1313 To the Honorable Senate and House of Representatives,
1414 I am filing for your consideration An Act to rename the Executive Office of Elder Affairs
1515 to the Executive Office of Aging and Independence.
1616 The Executive Office of Elder Affairs (EOEA) was established more than 50 years ago
1717 and was one of the nation’s first agencies responsible for addressing the needs of older people.
1818 Today, the agency manages programs and services that are available to 1.7 million older adults
1919 and their family caregivers and supports an extensive aging services network. These programs
2020 and services provide supports to help people age in the community of their choice, most often in
2121 their home or other community-based setting.
2222 The agency strives to be the trusted, first point of contact for older adults and their
2323 caregivers. However, research has shown the growing older population does not identify with the
2424 term “elder.” Modernizing the agency’s name reduces negative images about aging, normalizes
2525 aging as a natural process and emphasizes that older people value independence and self-
2626 determination.
2727 This legislation changes the name of the Executive Office of Elder Affairs, to the
2828 Executive Office of Aging and Independence. In addition, the legislation replaces “elder,”
2929 “elderly person(s),” and “senior citizen(s)” with “older adult(s),” replaces references to
3030 “handicapped” and “disabled” with “adult with a disability,” and incorporates gender neutral
3131 language. 2 of 2
3232 The new name will increase awareness of services for all older residents of the
3333 Commonwealth and confirm the agency’s mission: “together, we support aging adults to live and
3434 thrive safely and independently – how and where they want.”
3535 For the reasons stated above, I urge your favorable consideration and prompt enactment
3636 of this legislation.

5151 Whereas, The deferred operation of this act would tend to defeat its purpose, which is to
5252 promote equity and increase opportunities for older adults by renaming the office and updating
5353 language used to more accurately reflect the values and core mission of the agency, therefore it is
5454 hereby declared to be an emergency law, necessary for the immediate preservation of the public
5555 convenience.
5656 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
5757 of the same, as follows:
