| 26 | 26 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 27 | 27 | | of the same, as follows: |

| 28 | 28 | | 1 Chapter 71 of the General Laws is hereby amended by adding the following section:- |
|---|
| 29 | 29 | | 2 Section 95. The department of elementary and secondary education in coordination with |
|---|
| 30 | 30 | | 3the department of public health shall develop a model curriculum designed for the purpose of |
|---|
| 31 | 31 | | 4substance use and addiction prevention which shall align with the health curriculum framework |
|---|
| 32 | 32 | | 5and address the following topics: tobacco, alcohol, opiate and prescription drug diversion and |
|---|
| 33 | 33 | | 6use and other substance use and use prevention, conflict resolution, healthy coping behavior, |
|---|
| 34 | 34 | | 7student and community mental health resources and peer leadership. The curriculum shall take |
|---|
| 35 | 35 | | 8into account the best practices and policies in other states. The adolescent substance use and |
|---|
| 36 | 36 | | 9addiction prevention curriculum shall be incorporated into the health curriculum in grades 4 to |
|---|
| 37 | 37 | | 1012 for all students in the public schools. The state shall fully fund all costs associated with the |
|---|
| 38 | 38 | | 11implementation of this act. The model curriculum shall be developed on or before June 30, 2024. |
