2525 An Act relative to substance use education in public schools.
2626 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2727 of the same, as follows:
2828 1 Chapter 71 of the General Laws is hereby amended by adding the following section:-
2929 2 Section 95. The department of elementary and secondary education in coordination with
3030 3the department of public health shall develop a model curriculum designed for the purpose of
3131 4substance use and addiction prevention which shall align with the health curriculum framework
3232 5and address the following topics: tobacco, alcohol, opiate and prescription drug diversion and
3333 6use and other substance use and use prevention, conflict resolution, healthy coping behavior,
3434 7student and community mental health resources and peer leadership. The curriculum shall take
3535 8into account the best practices and policies in other states. The adolescent substance use and
3636 9addiction prevention curriculum shall be incorporated into the health curriculum in grades 4 to
3737 1012 for all students in the public schools. The state shall fully fund all costs associated with the
3838 11implementation of this act. The model curriculum shall be developed on or before June 30, 2024.
