2727 Resolve establishing a commission on electric vehicle battery recycling.
2828 1 Resolved, that on or before September 1, 2024, the secretary of energy and
2929 2environmental affairs shall convene an Electric Vehicle Battery Recycling Commission to
3030 3review and advise the general court on policies pertaining to the recovery and recycling of
3131 4electric vehicle batteries in the commonwealth. The commission shall consult with universities
3232 5and research institutions that have conducted research in the area of battery recycling, with
3333 6manufacturers of electric and hybrid vehicles, and with the recycling industry. The secretary of
3434 7energy and environmental affairs shall appoint members to the commission from each of the
3535 8following:
3636 9 (1) the department of energy resources;
3737 10 (2) the department of environmental protection;
3838 11 (3) a vehicle manufacturer or an organization that represents one or more vehicle
3939 12manufacturers;
4040 13 (4) a standards-developing organization that has a focus on automotive engineering; 2 of 3
4141 14 (5) an electronic waste recycler or an organization that represents one or more electronic
4242 15waste recyclers;
4343 16 (6) a motor vehicle repair shop or an organization that represents one or more motor
4444 17vehicle repair shops;
4545 18 (7) a motor vehicle junkyard or an organization that represents one or more motor vehicle
4646 19junkyards;
4747 20 (8) at least two environmental organizations that specialize in waste reduction and
4848 21recycling;
4949 22 (9) a representative of the energy storage industry; and
5050 23 (10) an electric vehicle battery manufacturer.
5151 24 On or before July 1, 2025, the Electric Vehicle Battery Recycling Commission shall
5252 25submit a report and policy recommendations to the general court aimed at ensuring that as close
5353 26as possible to 100 percent of electric vehicle batteries in the commonwealth are reused or
5454 27recycled at end-of-life in a safe and cost-effective manner. The policy recommendations shall
5555 28reflect entire lifecycle considerations for electric vehicle batteries, including, but not limited to,
5656 29opportunities and barriers to the reuse of those batteries as energy storage systems after they are
5757 30removed from the vehicle, opportunities to the extend the life of those batteries, best
5858 31management considerations for those batteries at end-of-life, and the overall effect of different
5959 32management practices on the environment. In developing the policy recommendations, the
6060 33advisory group shall consider both in-state and out-of-state options for the recycling of electric 3 of 3
6161 34vehicle batteries and the possibility of establishing an extended producer responsibility program
6262 35for electric vehicle batteries.
