| 29 | 29 | | 1 SECTION 1. Chapter 16 of the General Laws is hereby amended by adding, after section |

| 30 | 30 | | 221, the following section:- |

| 31 | 31 | | 3 Section 21A. The department shall update state waste system plans to reflect and |
|---|
| 32 | 32 | | 4incorporate the following: the transition to a circular economy is a priority for the |
|---|
| 33 | 33 | | 5Commonwealth of Massachusetts. Circular economy is defined as an economy that keeps |
|---|
| 34 | 34 | | 6material, products, and services in circulation for as long as possible. |

| 35 | 35 | | 7 SECTION 2. Chapter 21 of the General Laws is hereby amended by adding, after section |

| 36 | 36 | | 867, the following section:- |

| 37 | 37 | | 9 Section 68. The Massachusetts Department of Environmental Protection shall create a |

| 38 | 38 | | 10circular economy education and outreach program. This education and outreach program shall: |

| 39 | 39 | | 11inform the public about what the circular economy is; inform the public on how they can |
|---|
| 40 | 40 | | 12participate in the transition to a circular economy; inform Massachusetts businesses on what the 2 of 2 |
