31 | 31 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
32 | 32 | | of the same, as follows: |
---|
33 | 33 | | 1 SECTION 1. The Department of Environmental Protection shall promulgate regulations |
---|
34 | 34 | | 2requiring producers, importers, and wholesale distributors that sell, supply, or offer for sale |
---|
35 | 35 | | 3transportation fuels in Massachusetts to report all Massachusetts transportation fuel sales, and the |
---|
36 | 36 | | 4source of any fuel sold, to the Department of Environmental Protection. The regulations shall |
---|
37 | 37 | | 5require the Department of Environmental Protection to compute and track the individual and |
---|
38 | 38 | | 6collective lifecycle greenhouse gas emissions of all fuels, as well as the carbon intensity of each |
---|
39 | 39 | | 7fuel, that are reported by regulated entities on an annual basis. |
---|
40 | 40 | | 8 SECTION 2. All sales, lifecycle greenhouse gas emissions, and carbon intensity data |
---|
41 | 41 | | 9collected or computed by the Department of Environmental Protection pursuant to the 2 of 2 |
---|
42 | 42 | | 10regulations required by Section 1 shall be published by the Department in an annual report that is |
---|
43 | 43 | | 11available to the public. |
---|
44 | 44 | | 12 SECTION 3. The regulations required by Section 1 shall be promulgated within 180 days |
---|
45 | 45 | | 13of passage of this Act, and must take effect within 180 days of promulgation. |
