2929 An Act establishing tracking and reporting requirements for Massachusetts transportation fuels
3030 and associated greenhouse gas emissions.
3131 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3232 of the same, as follows:
3333 1 SECTION 1. The Department of Environmental Protection shall promulgate regulations
3434 2requiring producers, importers, and wholesale distributors that sell, supply, or offer for sale
3535 3transportation fuels in Massachusetts to report all Massachusetts transportation fuel sales, and the
3636 4source of any fuel sold, to the Department of Environmental Protection. The regulations shall
3737 5require the Department of Environmental Protection to compute and track the individual and
3838 6collective lifecycle greenhouse gas emissions of all fuels, as well as the carbon intensity of each
3939 7fuel, that are reported by regulated entities on an annual basis.
4040 8 SECTION 2. All sales, lifecycle greenhouse gas emissions, and carbon intensity data
4141 9collected or computed by the Department of Environmental Protection pursuant to the 2 of 2
4242 10regulations required by Section 1 shall be published by the Department in an annual report that is
4343 11available to the public.
4444 12 SECTION 3. The regulations required by Section 1 shall be promulgated within 180 days
4545 13of passage of this Act, and must take effect within 180 days of promulgation.
