25	25	An Act relative to preserving preventive services without cost sharing.
26	26	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
27	27	of the same, as follows:
28	28	1 SECTION 1. Chapter 176O of the General Laws is hereby amended by adding the
29	29	2following section:-
30	30	3 Section 30. (a) For a health plan issued on or after January 1, 2025, a carrier, as defined
31	31	4by this chapter or subject to chapters 32A or 176J, shall, at a minimum, provide coverage for: (i)
32	32	5evidence-based items or services that have a rating of A or B in the recommendations of the
33	33	6United States Preventive Services Task Force, with respect to the individual involved; (ii)
34	34	7immunizations for routine use in children, adolescents and adults in accordance with the
35	35	8recommendations and immunization schedules from the Advisory Committee on Immunization
36	36	9Practices and approved by the director of the centers for disease control and prevention, with
37	37	10respect to the individual involved; (iii) evidence-informed preventive care and screenings for
38	38	11infants, children and adolescents, as described in comprehensive guidelines supported by the
39	39	12Health Resources and Services Administration; and (iv) evidence-informed preventive care for
40	40	13women, to the extent not described in clause (i) of this subsection; provided, that such coverage 2 of 2
41	41	14shall not be subject to any cost-sharing, including co-payments and co-insurance, and shall not
42	42	15be subject to any deductible.
43	43	16 (b) Nothing in this section shall prohibit a carrier from providing coverage for items and
44	44	17services in addition to those recommended by the United States Preventive Services Task Force,
45	45	18the Advisory Committee on Immunization Practices, and the Health Resources and Services
46	46	19Administration, or denying coverage for items and services that are not recommended.
47	47	20 (c) If a recommendation described in subsection (a) is changed during a health plan year,
48	48	21a carrier is not required to make changes to that health plan during the plan year.
49	49	22 (d) The division shall issue guidance as necessary to implement and enforce this section.
50	50	23 SECTION 2. The division of insurance shall issue guidance under section 30 of
51	51	24subsection (d) of chapter 176O of the General Laws not later than 90 days after the effective date
52	52	25of this act.
