---|
30 | 30 | | of the same, as follows: |

31 | 31 | | 1 SECTION 1. The department of public health shall use Civil Monetary Penalty (CMP) |
---|
32 | 32 | | 2monies as authorized under 42 USC 488.433 federal law, to establish an Infection Preventionist |
---|
33 | 33 | | 3training grant program for certified nursing facilities. Per §483.80(b)(4) under the State |
---|
34 | 34 | | 4Operations Manual Appendix PP - Guidance to Surveyors for Long Term Care Facilities, |
---|
35 | 35 | | 5Infection Preventionist must have completed specialized training in infection prevention and |
---|
36 | 36 | | 6control. The grant should be sufficient to cover costs associated with nationally recognized, |
---|
37 | 37 | | 7clinically robust training and education for Infection Preventionists. |

38 | 38 | | 8 SECTION 2. Chapter 118E of the General Laws is hereby amended by inserting after |
---|
39 | 39 | | 9section 79 the following 2 sections:- 2 of 2 |

40 | 40 | | 10 Section 80: In setting reimbursement rates for nursing homes, the executive office of |
---|
41 | 41 | | 11health and human services shall reimburse facilities for compensation to employ a full-time |
---|
42 | 42 | | 12Infection Preventionist. |
---|
43 | 43 | | 13 Section 81. The executive office of health and human services shall provide supplemental |
---|
44 | 44 | | 14payments to licensed nursing facilities that consistent with guidelines established by the |
---|
45 | 45 | | 15executive office of health and human services, Centers for Disease Control and Prevention, and |
---|
46 | 46 | | 16Centers for Medicare and Medicaid Services establish isolation and quarantine rooms in order to |
---|
47 | 47 | | 17prevent the spread of infectious diseases. Daily payment for isolation rooms shall be no less than |
---|
48 | 48 | | 18the facility’s average Medicaid daily rate for every isolation and quarantine room. |
