32 | 32 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
33 | 33 | | of the same, as follows: |
---|
34 | 34 | | 1 Chapter 6 of the Massachusetts General Laws, as appearing in the 2020 Official Edition, |
---|
35 | 35 | | 2is hereby amended by inserting after Section 208A the following section:- |
---|
36 | 36 | | 3 Section 208B: |
---|
37 | 37 | | 4 (a) Notwithstanding any general or special law to the contrary, there is hereby established |
---|
38 | 38 | | 5a special commission to study and make recommendations concerning the infrastructure of |
---|
39 | 39 | | 6refugee resettlement agencies in the Commonwealth, their breadth of services, where services are |
---|
40 | 40 | | 7lacking, and how the Commonwealth can best work in conjunction with the federal government 2 of 4 |
---|
41 | 41 | | 8to rebuild and support an infrastructure of refugee resettlement agencies that promotes |
---|
42 | 42 | | 9sustainable long-term integration. |
---|
43 | 43 | | 10 (b) The commission shall consist of no less than 19 members: The House and Senate |
---|
44 | 44 | | 11Chairs of the Joint Committee on Children, Families and Persons with Disabilities, who shall |
---|
45 | 45 | | 12serve as Co-Chairs, the Executive Director of the Office for Refugees and Immigrants or their |
---|
46 | 46 | | 13designee, the Secretary of the Executive Office of Health and Human Services or their designee, |
---|
47 | 47 | | 14the Commissioner of the Department of Transitional Assistance or their designee, the |
---|
48 | 48 | | 15Undersecretary of the Department of Housing and Community Development or their designee, |
---|
49 | 49 | | 16the Commissioner of the Department of Children and Families or their designee; 1 representative |
---|
50 | 50 | | 17of the International Institute of New England; 1 representative of Ascentria Care Alliance; 1 |
---|
51 | 51 | | 18representative of Jewish Family Service Metrowest; 2 additional representatives of refugee |
---|
52 | 52 | | 19resettlement agencies within the Commonwealth; 1 individual of the Massachusetts Immigrant |
---|
53 | 53 | | 20and Refugee Advocacy Coalition, 2 individuals with lived experience as refugees; 1 |
---|
54 | 54 | | 21representative of an employer or labor union that directly employs refugees; 1 representative of a |
---|
55 | 55 | | 22job training program that works directly with refugees; and 2 individuals with expertise in one or |
---|
56 | 56 | | 23more of the following areas: public and affordable housing, federal immigration law and |
---|
57 | 57 | | 24regulation, emergency management, the needs of forcibly displaced individuals. |
---|
58 | 58 | | 25 (c) The commission shall, at a minimum, investigate, collect data and make |
---|
59 | 59 | | 26recommendations on: |
---|
60 | 60 | | 27 (1) the state of the existing reception and placement structure in Massachusetts, including |
---|
61 | 61 | | 28but not limited to: (i) current efforts to resettle refugees, including efforts to assist refugees in |
---|
62 | 62 | | 29obtaining adequate housing, healthcare, education, transfer of professional licensure and 3 of 4 |
---|
63 | 63 | | 30workforce development training; (ii) any failures or gaps in resources that exist in the current |
---|
64 | 64 | | 31system of services for refugees and recently resettled individuals; (iii) where funds should be |
---|
65 | 65 | | 32allocated to strengthen current systems or address gaps in services; (iv) any failures or gaps that |
---|
66 | 66 | | 33exist due to the systematic dismantling of the federal refugee program over the previous 5 years; |
---|
67 | 67 | | 34and (v) how the Commonwealth can support the rebuilding of a strong refugee resettlement |
---|
68 | 68 | | 35structure; |
---|
69 | 69 | | 36 (2) the state of the current integration system in place for refugees in the Commonwealth, |
---|
70 | 70 | | 37including but not limited to: (i) a study of the current integration pipeline and the systems in |
---|
71 | 71 | | 38place to assist refugees from time of arrival through end of services; (ii) identification of gaps |
---|
72 | 72 | | 39that exist in the current system including a study of any potential sudden and often unexpected |
---|
73 | 73 | | 40decrease in public benefits that can occur with a small increase in earnings that exists in the |
---|
74 | 74 | | 41structure as it stands currently; and (iii) public policy and funding structures that the |
---|
75 | 75 | | 42Commonwealth should support to ensure the successful long-term integration of refugees into |
---|
76 | 76 | | 43our society and workforce. |
---|
77 | 77 | | 44 (d) The commission may create committees and working groups to inform the |
---|
78 | 78 | | 45commission’s investigation of the topics referenced in SECTION 1(c). The commission, its |
---|
79 | 79 | | 46committees and its working groups may procure services, including consulting services, and |
---|
80 | 80 | | 47otherwise involve experts, stakeholders, and members of the public. The commission shall be |
---|
81 | 81 | | 48supported by staff from the Massachusetts office for refugees and immigrants. |
---|
82 | 82 | | 49 (e) Members of the commission shall be named and the commission shall commence its |
---|
83 | 83 | | 50work within 60 days of the effective date of this act. The commission shall report to the general |
---|
84 | 84 | | 51court and governor the results of its study, together with any draft legislation, regulations or 4 of 4 |

85 | 85 | | 52administrative procedure necessary to better serve refugees resettling in the Commonwealth by |
---|
86 | 86 | | 53filing the same with the clerks of the senate and the house of representatives and the director of |
---|
87 | 87 | | 54the office of refugees and immigrants not more than 1 year after the effective date of this act. |
