30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |
---|
32 | 32 | | 1 Notwithstanding any general or special law to the contrary, there shall be a commission |
---|
33 | 33 | | 2to study the implementation of preferred pharmacy networks, whereby health insurers steer |
---|
34 | 34 | | 3consumers to lower-cost “preferred” pharmacies where insurers can negotiate lower drug prices. |
---|
35 | 35 | | 4 The commission shall consist of the house and senate chairs of the joint committee on |
---|
36 | 36 | | 5health care financing, who shall serve as the co-chairs; one member to be appointed by the |
---|
37 | 37 | | 6speaker of the house of representatives; one member to be appointed by the president of the |
---|
38 | 38 | | 7senate; one member to be appointed by the house minority leader; one member to be appointed |
---|
39 | 39 | | 8by the senate minority leader; the director of the health policy commission or a designee; the 2 of 2 |

40 | 40 | | 9commissioner of the department of public health or a designee; and the executive director of the |
---|
41 | 41 | | 10center for health information and analysis or a designee. |

42 | 42 | | 11 The commission shall study the feasibility of implementing preferred pharmacy networks |

43 | 43 | | 12and make recommendations based on a cost-benefit analysis of such networks. The commission |

44 | 44 | | 13shall provide estimates of projected savings in prescription drug costs from implementing such |

45 | 45 | | 14networks. |

46 | 46 | | 15 The commission shall submit its report and findings, along with any recommendations |
---|
47 | 47 | | 16and drafted legislation, to the house and senate committees on ways and means, the joint |
---|
48 | 48 | | 17committee on health care financing, and the clerks of the house of representatives and senate |
---|
49 | 49 | | 18within 12 months of the passage of this act. |
