No. 145 By Representative Connolly of Cambridge, a petition (accompanied by bill, House, No. 145) of Mike Connolly, Samantha Montaño and Manny Cruz for legislation to expand cannabis delivery. Cannabis Policy. The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ An Act expanding access to legal, regulated cannabis delivery. Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately remove unnecessary burdens from vulnerable social equity businesses before the end of the license exclusivity period, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 Section 4 of Chapter 94G of the General Laws is amended by inserting, at the end of the 2section, the following subsection:- 3 (m) The commission shall not prohibit the delivery of cannabis by licensed delivery 4operators or couriers to any municipality in the commonwealth nor to any establishment that 5provides overnight lodging services to tourists and visitors, including but not limited to hotels, 6motels, and resorts.
