27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
28 | 28 | | of the same, as follows: |
---|
29 | 29 | | 1 SECTION 1. Clause (xvii) of subsection (b) of section 1 of chapter 23B of the General |
---|
30 | 30 | | 2Laws, as most recently amended by section 102 of chapter 7 of the acts of 2023, is hereby |
---|
31 | 31 | | 3amended by inserting after the word “period” the following words:- ; provided, that in |
---|
32 | 32 | | 4developing the plan, the executive office shall ensure that scoring criteria effectively ensures |
---|
33 | 33 | | 5geographic equity. |
---|
34 | 34 | | 6 SECTION 2. Notwithstanding any general or special law to the contrary, the executive |
---|
35 | 35 | | 7office of housing and livable communities, in consultation with all quasi-public agencies of the |
---|
36 | 36 | | 8commonwealth that provide funding for housing development or production, shall track and |
---|
37 | 37 | | 9report on geographic equity in all expenditures made pursuant to chapter 150 of the acts of 2024 |
---|
38 | 38 | | 10and in any low and no-interest loans, grants, subsidies, credit enhancements and other financial |
---|
39 | 39 | | 11assistance provided by state or quasi-public agencies for housing development or production |
---|
40 | 40 | | 12between January 1, 2025 and December 31, 2029. 2 of 2 |
---|
41 | 41 | | 13 The report shall include, but not be limited to, data describing and evaluating geographic |
---|
42 | 42 | | 14equity as per the following: |
---|
43 | 43 | | 15 (i) for each municipality and each county, the total and per capita number of housing |
---|
44 | 44 | | 16projects produced with financial assistance by the commonwealth; |
---|
45 | 45 | | 17 (ii) the unit mix of each housing project, including number of housing units, number of |
---|
46 | 46 | | 18accessible housing units, bedroom sizes, affordability and total cost per housing unit; |
---|
47 | 47 | | 19 (iii) for each municipality and each county, the total and per capita number of housing |
---|
48 | 48 | | 20units and number of accessible housing units produced; |
---|
49 | 49 | | 21 (iv) for each municipality and each county, the total and per capita number of housing |
---|
50 | 50 | | 22units developed for rent, housing units developed for ownership and housing units with |
---|
51 | 51 | | 23affordability restrictions, including the type and level of affordability restrictions; |
---|
52 | 52 | | 24 (iv) the total amount of state financial assistance provided for each housing project, with |
---|
53 | 53 | | 25a breakdown for each housing project of the amount of financial assistance provided by each |
---|
54 | 54 | | 26state funding program and agency or quasi-public agency; and |
---|
55 | 55 | | 27 (v) for each county, the total and per capita dollar amount of state financial assistance |
---|
56 | 56 | | 28provided for housing development and production. |
---|
57 | 57 | | 29 An interim report shall be provided to the clerks of the house of representatives and the |
---|
58 | 58 | | 30senate, the joint committee on housing and the house and senate committees on ways and means |
---|
59 | 59 | | 31not later than March 1, 2028, and a second report shall be provided to said parties not later than |
---|
60 | 60 | | 32March 1, 2035. The executive office shall make the reports publicly available on its website; |
---|
61 | 61 | | 33provided, that unit level data shall not be posted publicly for any projects with fewer than 3 units. |
---|
