29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
30 | 30 | | of the same, as follows: |
---|
31 | 31 | | 1 Notwithstanding any general or special law to the contrary, there is hereby established a |
---|
32 | 32 | | 2special commission and study on low and moderate income housing qualifications and |
---|
33 | 33 | | 3recertification. The commission shall investigate and document the levels and impacts of |
---|
34 | 34 | | 4recertification management and practices within local housing authorities and develop a strategy |
---|
35 | 35 | | 5and recommendations to reduce, minimize or eliminate recertification fraud. The commission |
---|
36 | 36 | | 6shall review the policies that underlay existing publicly financed and funded housing |
---|
37 | 37 | | 7development programs and practices of low income and moderate income housing recertification |
---|
38 | 38 | | 8in the commonwealth. The commission shall consist of the secretary of housing and livable |
---|
39 | 39 | | 9communities or a designee; 1 member of the house of representatives appointed by the speaker |
---|
40 | 40 | | 10of the house of representatives; 1 member of the senate appointed by the senate president; 1 2 of 2 |
---|
41 | 41 | | 11member of the house of representatives appointed by the minority leader of the house of |
---|
42 | 42 | | 12representatives; 1 member of the senate appointed by the senate minority leader; and 2 members |
---|
43 | 43 | | 13appointed by the governor, 1 of whom shall be a commissioner of a local housing authority and 1 |

44 | 44 | | 14of whom shall be an individual with expertise in low income and moderate income housing. The |

45 | 45 | | 15executive office of housing and economic development and its subdivisions shall provide |

46 | 46 | | 16technical support to the commission. The commission shall file its report, together with |

47 | 47 | | 17recommendations for charges to improve recertification management with the clerks of the house |

48 | 48 | | 18and senate, the house and senate chairs of the joint committee on housing, and the house and |

49 | 49 | | 19senate chairs of the joint committee on municipalities and regional government not later than |

50 | 50 | | 20December 31, 2026. |
