2828 An Act establishing a special legislative commission to study the use of IVRs and other
2929 strategies by social media platforms.
3030 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3131 of the same, as follows:
3232 1 SECTION 1. There shall be established a special legislative commission to study the use
3333 2of intermittent variable rewards and other strategies by social media platforms. The
3434 3commission’s study shall include, but not be limited to, the use of intermittent variable rewards
3535 4as a psychologically manipulative tool to prolong adolescent users’ time spent on social media
3636 5platforms.
3737 6 SECTION 2. The commission shall consist of: the chairs of the joint committee on the
3838 7judiciary, who shall serve as co-chairs, ; 1 member appointed by the speaker of the house of
3939 8representatives; 1 member appointed by the president of the senate;1 member appointed by the
4040 9minority leader of the house of representatives; 1 member appointed by the minority leader of
4141 10the senate; the commissioner of mental health or their designee, the secretary of public health or
4242 11their designee, and the attorney general or their designee. 2 of 2
4343 12 SECTION 3. The commission shall submit its report, along with any recommendations,
4444 13to the clerk’s office of the house of representatives and the senate no later than 1 year after the
4545 14passage of this act.
