27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
28 | 28 | | of the same, as follows: |
---|
29 | 29 | | 1 Chapter 23 of the General Laws is hereby amended by adding the following new section:- |
---|
30 | 30 | | 2 Section 27. (a) The secretary of labor and workforce development, in collaboration with |
---|
31 | 31 | | 3the secretary of education and the secretary economic development, shall produce an annual |
---|
32 | 32 | | 4report on the status of the commonwealth’s job market at the time of the report and an analysis of |
---|
33 | 33 | | 5the labor market need for the ensuing 5-year period as necessary to ensure the economic |
---|
34 | 34 | | 6competitiveness of the commonwealth. Said report should include, but not be limited to: |
---|
35 | 35 | | 7 (i) recommendations related to policies and investments to ensure the state has the |
---|
36 | 36 | | 8necessary workforce to address any known or reasonably anticipated future labor market needs, |
---|
37 | 37 | | 9including identification of those business sectors poised to experience growth and anticipated |
---|
38 | 38 | | 10gaps in filling employment need in such sectors; |
---|
39 | 39 | | 11 (ii) a progress report on the status of career pathway programs in the commonwealth’s |
---|
40 | 40 | | 12high schools, in higher education and in workforce training programs in targeted industries; and 2 of 2 |
---|
41 | 41 | | 13 (iii) an analysis of data regarding the skills required for jobs in key industries as |
---|
42 | 42 | | 14identified by the secretary of labor and workforce development or enumerated in line 7002-8070 |
---|
43 | 43 | | 15of section 2 of chapter 238 of the Acts of 2024. |
---|
44 | 44 | | 16 (b) Not later than December 31, the secretary of labor and workforce development, in |
---|
45 | 45 | | 17collaboration with the secretary of education and the secretary economic development, shall |
---|
46 | 46 | | 18annually make such report, along with any related recommendations, available to the public. Not |
---|
47 | 47 | | 19later than December 31, the secretary of labor and workforce development shall submit such |
---|
48 | 48 | | 20annual report to the office of the governor and relevant state agencies for the purpose of guiding |
---|
49 | 49 | | 21decision-making in said agencies with regard to policy adoption and development and state |
---|
50 | 50 | | 22funding investments and to the house and senate committees on ways and means. |
