30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |
---|
32 | 32 | | 1 SECTION 1. (a) Notwithstanding section 53 of chapter 44 of the General Laws or any |
---|
33 | 33 | | 2other general or special law to the contrary, the town of Conway may establish a special fund for |
---|
34 | 34 | | 3the deposit of any proceeds from the annual festival of the hills, any state, federal or other grants |
---|
35 | 35 | | 4and any local appropriations for such purpose. Interest earned on the fund shall be treated as |
---|
36 | 36 | | 5general fund revenue for the town. Any balance remaining at the end of the fiscal year shall carry |
---|
37 | 37 | | 6over to the next fiscal year and thereafter if not then expended for the purposes set forth in this |
---|
38 | 38 | | 7act. |
---|
39 | 39 | | 8 (b) Proceeds from the fund shall be used at the discretion of the festival of the hills |
---|
40 | 40 | | 9committee of the town of Conway without further appropriation: (1) to pay all expenses for the 2 of 2 |
---|
41 | 41 | | 10festival of the hills event in the town of Conway; (2) thereafter a portion or all of the remaining |
---|
42 | 42 | | 11net balance in the fund in any given year may be expended at the discretion of the festival of the |
---|
43 | 43 | | 12hills committee as scholarship grants to graduating high school seniors in the town of Conway to |
---|
44 | 44 | | 13further their education or training; provided that, no funds received pursuant to local |
---|
45 | 45 | | 14appropriation shall be used for scholarship purposes; and (3) any remaining balance to be used |
---|
46 | 46 | | 15for the purposes set forth above. |

47 | 47 | | 16 SECTION 2. This act shall take effect upon its passage. |
