| 28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 29 | 29 | | of the same, as follows: |

| 30 | 30 | | 1 Chapter 111 of the General Laws is hereby amended by adding the following new |
|---|
| 31 | 31 | | 2section:- |
|---|
| 32 | 32 | | 3 Section 238. (a) Subject to appropriation, the commissioner of public health shall |
|---|
| 33 | 33 | | 4establish within the department a diabetes action plan. The department shall develop the plan in |
|---|
| 34 | 34 | | 5consultation with the health policy commission, the center for health information and analysis, |
|---|
| 35 | 35 | | 6the group insurance commission and the division of medical assistance. |
|---|
| 36 | 36 | | 7 (b) The diabetes action plan shall identify goals and benchmarks to reduce the prevalence |
|---|
| 37 | 37 | | 8and impact of diabetes in the commonwealth and develop appropriate state agency and |
|---|
| 38 | 38 | | 9department plans to reduce the incidence of diabetes in the commonwealth, improve diabetes |
|---|
| 39 | 39 | | 10care, and control complications associated with diabetes. 2 of 3 |
|---|
| 40 | 40 | | 11 (c) The department, in consultation with the health policy commission, the center for |
|---|
| 41 | 41 | | 12health information and analysis, the group insurance commission and the division of medical |
|---|
| 42 | 42 | | 13assistance, shall submit a biennial report by July 1 of each odd-numbered year to the senate |
|---|
| 43 | 43 | | 14committee on ways and means, the house committee on ways and means, the joint committee on |
|---|
| 44 | 44 | | 15health care financing, and the joint committee on public health on |
|---|
| 45 | 45 | | 16 (i) the financial effect of diabetes in the commonwealth and its political subdivisions; |
|---|
| 46 | 46 | | 17 (ii) the number of persons affected by diabetes in the commonwealth; |
|---|
| 47 | 47 | | 18 (iii) the number of persons included in prevention and diabetes control programs |
|---|
| 48 | 48 | | 19implemented by the department and other state agencies, municipalities, non-governmental |
|---|
| 49 | 49 | | 20entities and others; |
|---|
| 50 | 50 | | 21 (iv) the effects and benefits of implemented programs and activities aimed at controlling |
|---|
| 51 | 51 | | 22diabetes and preventing the disease; |
|---|
| 52 | 52 | | 23 (v) a description of the level of coordination existing between state agencies with respect |
|---|
| 53 | 53 | | 24to diabetes prevention, control and treatment and actions taken under the diabetes action plan; |
|---|
| 54 | 54 | | 25 (vi) a description of goals and benchmarks established pursuant to said plan; |
|---|
| 55 | 55 | | 26 (vii) the extent of progress made toward achieving the goals and benchmarks established |
|---|
| 56 | 56 | | 27pursuant to said plan; |

| 57 | 57 | | 28 (viii) a description of any additional actions that should be implemented relative to |
