3131 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3232 of the same, as follows:
3333 1 SECTION I. The Massachusetts General Laws are hereby amended by inserting the
3434 2following new chapter:
3535 3 State Immigration Processing & Waiver Act
3636 4 An Act to Improve Public Safety and Security
3737 5 SECTION II. – PURPOSE
3838 6 The complex variety of problems relating to immigration, processing of new immigrants,
3939 7and various clearances relating to residence, employment, and a variety of legal issues, has
4040 8grown in recent years. – Federal Policy of The United States Government, has become 2 of 2
4141 9increasingly confusing, and frustrating to state policy, employers, and local communities, further
4242 10confusing, and complicating state, and local community services, and communities.
4343 11 Thus, this legislation authorizes exploration by the Executive Office of Public Safety and
4444 12Security (EOPSS), of establishing a:
4545 13 Commonwealth of Massachusetts – State Immigration Processing & Waiver Office
4646 14 SECTION III. – PURPOSES OF STATE IMMIGRATION PROCESSING & WAIVER
4747 15OFFICE
4848 16 A Pilot Program, is authorized to be established by the EOPSS, to develop a database of
4949 17legal visitors, and residents; and to explore relevant Status Guidelines for all non-citizen entrants
5050 18to The Commonwealth of Massachusetts.
5151 19 This Pilot Program, shall explore the creation of Employer Sponsorship Agreements
5252 20(ESAs), by which Massachusetts based employers, needing appropriately credentialed, or
5353 21standard capable employees, may offer such positions, through the State Immigration Processing
5454 22Services (SIPS).
5555 23 As this Pilot Program, develops, it shall explore, with Federal authorities, how
5656 24Commonwealth of Massachusetts Law Enforcement, might assume state jurisdiction of
5757 25immigrant screening; of some number of employable non-citizen individuals; with possible
5858 26Federal reimbursement.
5959 27 In setting forth these standards, it is hoped that a pathway, for stabilization of immigrant
6060 28lives, and families, and our state economy, might be accomplished for some number of
6161 29individuals in Massachusetts.
