3030 An Act establishing a special commission to ensure the safety and sustainability of non-profit
3131 public events.
3232 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3333 of the same, as follows:
3434 1 Chapter 23A of the General Laws, as appearing in the 2020 Official Edition, is hereby
3535 2amended by inserting after Section 13H a new section containing the following:
3636 3 Section XXX: A special commission is hereby established for the purposes of making an
3737 4investigation, study and evaluation relative to the costs and benefits attributable to creating a
3838 5fund to support the needs of public safety and sustainability and waste mitigation for nonprofit
3939 6events in the commonwealth. The special commission shall: review the costs for both security
4040 7and sustainability for nonprofit events; recommend appropriate funding sources for developing a
4141 8fund to offset the security and sustainability costs for Massachusetts nonprofits incurred during
4242 9public events. 2 of 2
4343 10 The commission shall consist of: the secretary of public safety or their designee; the
4444 11director of the Massachusetts Office on Travel and Tourism or their designee; 1 member of the
4545 12senate who shall be appointed by the Senate President; 1 member of the House of
4646 13Representatives who shall be appointed by the Speaker of the House; 2 members selected from a
4747 14list of 3 people submitted by the Greater Boston Convention and Visitors Bureau (Meet Boston);
4848 15and 2 members who shall be selected from a list of 3 names submitted by the Massachusetts
4949 16Municipal Association.
5050 17 The special commission shall make recommendations, including proposed amendments
5151 18to section 12 of chapter 23A of the General Laws. The special commission shall file its
5252 19recommendations, including any proposed legislation, with the clerks of the Senate and House of
5353 20Representatives not later than 120 days after the passage of this legislation.
