By Representative Frost of Auburn, a petition (accompanied by bill, House, No. 2831) of Paul K. 
Frost for legislation to establish a special legislative commission (including members of the 
General Court) to study the costs and feasibility of authorizing time served as an emergency 
medical technician, call firefighter, and police dispatcher to count for creditable service.  Public 
Service.

An Act establishing a credible service commission.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. There shall be established a special legislative commission to study the 
2costs and feasibility of allowing time served as an emergency medical technician, call firefighter, 
3and police dispatcher to count for creditable service. 
4 SECTION 2. The commission shall consist of: the chairs of the joint committee on public 
5service, who shall serve as co-chairs of the commission; 1 member appointed by the speaker of 
6the house of representatives; 1 member appointed by the president of the senate;1 member 
7appointed by the minority leader of the house of representatives; 1 member appointed by the 
8minority leader of the senate; the secretary of administration and finance or their designee; the 
9president of the fire chiefs association of Massachusetts or their designee; and the president of 
10the police chiefs association of Massachusetts or their designee.  2 of 2
11 SECTION 3. The commission shall submit its report, along with any recommendations, 
12to the clerks of the house of representatives and the senate no later than 1 year after the passage 
13of this act.
14 SECTION 4. This act shall take effect upon its passage.
