Howitt relative to information provided to relevant state agencies upon the submission of applications for state grant funding. State Administration and Regulatory Oversight. [SIMILAR MATTER FILED IN PREVIOUS SESSION SEE HOUSE, NO. 3053 OF 2023-2024.] The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ An Act relative to transparency for grant applications. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. Notwithstanding any general provisions or special laws to the contrary, 2nonprofit organizations shall provide the following to relevant state agencies upon the 3submission of an application for state grant funding: 4 (1) A financial statement containing a full accounting of any existing endowment 5belonging to the nonprofit. 6 (2) A comprehensive listing of any and all foreign donors and the amount of money, 7goods and/or services donated to that organization within the last 5 years. 8 (3) A statement disclosing contracts with the Commonwealth for goods and/or services 9rendered. 2 of 2 10 (4) A statement disclosing existing business contracts between the Commonwealth and 11members of the board of directors for said organization. 12 SECTION 2. The office of the treasurer shall promulgate rules, regulations, and relevant 13documentation pursuant to the implementation of this Act.
