29 | 29 | | 1 WHEREAS, the development and maintenance of physical infrastructure including roads, |

30 | 30 | | 2bridges, ports, transit, energy, housing, telecommunications, utilities, and broadband contribute |
---|
31 | 31 | | 3significantly to the economy of the United States since an efficient and reliable supply chain and |
---|
32 | 32 | | 4other economic activity are dependent upon that infrastructure; and |
---|
33 | 33 | | 5 WHEREAS, in addition to the overall positive impact on the nation’s economy and |
---|
34 | 34 | | 6America’s economic competitiveness and influence, infrastructure modernization also benefits |
---|
35 | 35 | | 7the national security of the United States, and Americans’ quality of life; and |
---|
36 | 36 | | 8 WHEREAS, The American Society of Civil Engineers issued a score of C- for the |
---|
37 | 37 | | 9current status of infrastructure in the United States in its 2021 Report Card for America’s |
---|
38 | 38 | | 10Infrastructure, and that more than $6 trillion is needed for infrastructure improvements and |
---|
39 | 39 | | 11development in order for the United States to meet its infrastructure needs; and 2 of 3 |
---|
40 | 40 | | 12 WHEREAS, The National Academies of Sciences, Engineering and Medicine assert that |
---|
41 | 41 | | 13a significant portion of American transportation infrastructure is at the end of its useful life and is |
---|
42 | 42 | | 14further strained by the increasing frequency of extreme weather events; and |
---|
43 | 43 | | 15 WHEREAS, Massachusetts has numerous infrastructure needs, including bridges that are |
---|
44 | 44 | | 16structurally deficient, miles of roads that are in poor or fair condition, trains and buses that are |
---|
45 | 45 | | 17past their useful life, a shortfall of affordable housing units, drinking water infrastructure and |
---|
46 | 46 | | 18wastewater systems requiring repair and replacement, and areas where there is no broadband |
---|
47 | 47 | | 19access; and |
---|
48 | 48 | | 20 WHEREAS, the National Infrastructure Bank legislation would create a bank to help |
---|
49 | 49 | | 21finance infrastructure requirements to bring our public infrastructure system to a state of good |
---|
50 | 50 | | 22repair and build new projects, while creating jobs and growing the economy; and |
---|
51 | 51 | | 23 WHEREAS, the National Infrastructure Bank legislation is modeled on previous banks |
---|
52 | 52 | | 24which helped build much of our country’s infrastructure at times of great need under Presidents |
---|
53 | 53 | | 25George Washington, James Madison, Abraham Lincoln, and Franklin D. Roosevelt, and with the |
---|
54 | 54 | | 26last such bank helping bring us out of the Great Depression and win World War II; |
---|
55 | 55 | | 27 WHEREAS, many organizations are in support of a National Infrastructure Bank, |
---|
56 | 56 | | 28including state legislatures and municipal governments, and national endorsements from the |
---|
57 | 57 | | 29National Black Caucus of State Legislators, the National Hispanic Caucus of State Legislators, |
---|
58 | 58 | | 30the National Asian-Pacific American Caucus of State Legislators, the Council of State |
---|
59 | 59 | | 31Governments-East, the National Association of Development Organizations, the US High Speed |
---|
60 | 60 | | 32Rail Association, the American Sustainable Business Council, the National Association of 3 of 3 |

61 | 61 | | 33Minority Contractors, the National Latino Farmers and Ranchers, and the United Association of |

63 | 63 | | 35 WHEREAS, the failure to establish a dedicated, regenerative, nonpartisan funding |

64 | 64 | | 36mechanism for grand infrastructure endeavors would stifle economic growth, public safety, and |

65 | 65 | | 37American quality of life and would limit the ability of Massachusetts and other states to move |
---|
66 | 66 | | 38forward on vital infrastructure projects and remain competitive in the global economy; and |

67 | 67 | | 39 THEREFORE, be it resolved that the General Court of the Commonwealth of |

68 | 68 | | 40Massachusetts urges the United States Congress to pass legislation establishing a national |
---|
69 | 69 | | 41infrastructure bank to facilitate the financing of urgently needed infrastructure projects in the |
---|
70 | 70 | | 42United States; and be it further |
---|
71 | 71 | | 43 RESOLVED, that copies of this resolution be transmitted forthwith by the clerk of the |

72 | 72 | | 44Senate to the President and Vice President of the United States, the Speaker and Minority Leader |
