3030 Resolve establishing a commission on infrastructure resilience.
3131 1 Resolved, (a) There shall be a special commission on infrastructure resilience for the
3232 2purpose of studying utility and water supply resilience in the commonwealth and shall include
3333 3but not be limited to: identifying gaps in security and developing a strategic plan to address
3434 4specific shortcomings, better protect existing infrastructure assets, and improve coordination
3535 5between state and local agencies, utilities, and emergency responders relevant to infrastructure
3636 6resilience in the commonwealth.
3737 7 (b)The commission shall: (i) investigate the current status of infrastructure resilience in
3838 8the commonwealth; (ii) identify and assess gaps in security and vulnerabilities present in our
3939 9infrastructure; (iii) develop a plan and timeline to conduct a statewide infrastructure resilience
4040 10needs assessment, which shall be under the direction of the executive office of public safety and
4141 11security; (iv) explore best practices gleaned from industry trade groups, government bodies, and 2 of 2
4242 12experts; (v) assess current sector capacity for implementation of recommendations (vi) report on
4343 13other matters as the commission shall determine to be of relevance and priority.
4444 14 (c) The commission shall consist of thirteen members: the secretary of the executive
4545 15office of public safety and security or a designee, who shall serve as chair; the house and senate
4646 16chairs of the joint committee on telecommunications, utilities, and energy or their designees, the
4747 17executive director of the American Petroleum Institute or a designee; the president of ISO-New
4848 18England or a designee; the chair of the Massachusetts department of public utilities or a
4949 19designee; three members to be appointed by the governor, provided that one member be from the
5050 20petroleum or natural gas pipeline industry; two members to be appointed by the speaker of the
5151 21house, provided that one appointee shall be a representative from the telecommunications
5252 22industry; and two members to be appointed by the president of the senate, provided that one
5353 23appointee shall be a representative from the electricity generating industry.
5454 24 The commission may consult with relevant experts to support the commission’s
5555 25objectives and the production of its report.
5656 26 (d)The commission shall file its report and recommendations with the clerks of the senate
5757 27and house of representatives, the senate and house committees on ways and means, the joint
5858 28committee on telecommunications, utilities, and energy not later than July 31, 2026.
5959 29 SECTION 2. This act shall take effect upon its passage.
