31 | 31 | | 1 Resolved, (a) There shall be a special commission on infrastructure resilience for the |

32 | 32 | | 2purpose of studying utility and water supply resilience in the commonwealth and shall include |

33 | 33 | | 3but not be limited to: identifying gaps in security and developing a strategic plan to address |
---|
34 | 34 | | 4specific shortcomings, better protect existing infrastructure assets, and improve coordination |
---|
35 | 35 | | 5between state and local agencies, utilities, and emergency responders relevant to infrastructure |
---|
36 | 36 | | 6resilience in the commonwealth. |

37 | 37 | | 7 (b)The commission shall: (i) investigate the current status of infrastructure resilience in |

38 | 38 | | 8the commonwealth; (ii) identify and assess gaps in security and vulnerabilities present in our |

39 | 39 | | 9infrastructure; (iii) develop a plan and timeline to conduct a statewide infrastructure resilience |
---|
40 | 40 | | 10needs assessment, which shall be under the direction of the executive office of public safety and |
---|
41 | 41 | | 11security; (iv) explore best practices gleaned from industry trade groups, government bodies, and 2 of 2 |
---|
42 | 42 | | 12experts; (v) assess current sector capacity for implementation of recommendations (vi) report on |
---|
43 | 43 | | 13other matters as the commission shall determine to be of relevance and priority. |

44 | 44 | | 14 (c) The commission shall consist of thirteen members: the secretary of the executive |
---|
45 | 45 | | 15office of public safety and security or a designee, who shall serve as chair; the house and senate |
---|
46 | 46 | | 16chairs of the joint committee on telecommunications, utilities, and energy or their designees, the |
---|
47 | 47 | | 17executive director of the American Petroleum Institute or a designee; the president of ISO-New |
---|
48 | 48 | | 18England or a designee; the chair of the Massachusetts department of public utilities or a |
---|
49 | 49 | | 19designee; three members to be appointed by the governor, provided that one member be from the |
---|
50 | 50 | | 20petroleum or natural gas pipeline industry; two members to be appointed by the speaker of the |
---|
51 | 51 | | 21house, provided that one appointee shall be a representative from the telecommunications |
---|
52 | 52 | | 22industry; and two members to be appointed by the president of the senate, provided that one |
---|
53 | 53 | | 23appointee shall be a representative from the electricity generating industry. |
---|
54 | 54 | | 24 The commission may consult with relevant experts to support the commission’s |
---|
55 | 55 | | 25objectives and the production of its report. |
---|
56 | 56 | | 26 (d)The commission shall file its report and recommendations with the clerks of the senate |
---|
57 | 57 | | 27and house of representatives, the senate and house committees on ways and means, the joint |
---|
58 | 58 | | 28committee on telecommunications, utilities, and energy not later than July 31, 2026. |

59 | 59 | | 29 SECTION 2. This act shall take effect upon its passage. |
