2727 An Act transferring the Massachusetts Community Climate Bank to the Massachusetts Clean
2828 Energy Technology Center.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. The Massachusetts Housing Finance Agency shall transfer all assets,
3232 2personnel, documents, and ongoing initiatives of the Massachusetts Community Climate Bank to
3333 3the Massachusetts Clean Energy Technology Center.
3434 4 SECTION 2. Section 2 of chapter 23J of the General Laws is hereby amended by adding
3535 5the following to subsection (a):
3636 6 “The center shall serve as the commonwealth’s Green Bank to accelerate clean energy
3737 7adoption, climate resilience, and environmental sustainability by financing, supporting, and
3838 8investing in residential, municipal, small business and larger commercial projects and such
3939 9others as the center may determine. The center shall prioritize projects that advance the
4040 10Commonwealth’s climate goals, reduce greenhouse gas emissions, and promote equitable access
4141 11to clean energy. Such support shall include, but is not limited to, providing grants, loans, loan 2 of 2
4242 12guarantees or debt and equity investments to projects that lower greenhouse gases within the
4343 13commonwealth and working with local lenders to offer low or zero interest loans to new and
4444 14existing clean energy and climate technology companies or ventures including but not limited to
4545 15companies or ventures that offer building decarbonization, residential solar, nonprofit solar,
4646 16electric car loans and vehicle financing.”
