30 | 30 | | of the same, as follows: |

31 | 31 | | 1 SECTION 1. The Massachusetts Housing Finance Agency shall transfer all assets, |
---|
32 | 32 | | 2personnel, documents, and ongoing initiatives of the Massachusetts Community Climate Bank to |
---|
33 | 33 | | 3the Massachusetts Clean Energy Technology Center. |
---|
34 | 34 | | 4 SECTION 2. Section 2 of chapter 23J of the General Laws is hereby amended by adding |
---|
35 | 35 | | 5the following to subsection (a): |
---|
36 | 36 | | 6 “The center shall serve as the commonwealth’s Green Bank to accelerate clean energy |
---|
37 | 37 | | 7adoption, climate resilience, and environmental sustainability by financing, supporting, and |
---|
38 | 38 | | 8investing in residential, municipal, small business and larger commercial projects and such |
---|
39 | 39 | | 9others as the center may determine. The center shall prioritize projects that advance the |
---|
40 | 40 | | 10Commonwealth’s climate goals, reduce greenhouse gas emissions, and promote equitable access |
---|
41 | 41 | | 11to clean energy. Such support shall include, but is not limited to, providing grants, loans, loan 2 of 2 |
---|
42 | 42 | | 12guarantees or debt and equity investments to projects that lower greenhouse gases within the |
---|
43 | 43 | | 13commonwealth and working with local lenders to offer low or zero interest loans to new and |
---|
44 | 44 | | 14existing clean energy and climate technology companies or ventures including but not limited to |
---|
45 | 45 | | 15companies or ventures that offer building decarbonization, residential solar, nonprofit solar, |
---|
46 | 46 | | 16electric car loans and vehicle financing.” |
