2828 An Act relative to tax incentives for building to NetZero Standards.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 (a) The commissioner of the department of energy resources, as established in chapter
3232 225A of the General Laws, shall conduct an analysis of regulations promulgated or proposed by
3333 3the department pursuant to chapter 8 of the acts of 2021. The analysis shall include: (i) an
3434 4assessment of the increased cost burden of compliance with each regulatory provision as
3535 5compared to the costs in the absence of each provision; (ii) the aggregate cost burden of
3636 6compliance with all regulatory provisions on housing affordability; and (iii) identifying
3737 7incentives, subsidies and other programs that could offset increased costs of compliance with the
3838 8department’s regulations and cause any proposed regulations to, at a minimum, be net neutral to
3939 9the cost of housing production. 2 of 2
4040 10 (b) The commissioner of the department of energy resources shall file a report on the
4141 11analysis with the house and senate chairs of the joint committee on telecommunications, utilities
4242 12and energy and with the chairs of the house and senate committees on ways and means not later
4343 13than December 31, 2026.
