| 31 | 31 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |

| 32 | 32 | | of the same, as follows: |

| 33 | 33 | | 1 Chapter 30A of the General Laws, as appearing, is hereby amended by inserting after |
|---|
| 34 | 34 | | 2section 10A the following section: |
|---|
| 35 | 35 | | 3 “Section 10B. Notwithstanding the provisions of section 10, in any adjudicatory |
|---|
| 36 | 36 | | 4proceeding regarding any petition, request for approval or investigation of a gas company or |
|---|
| 37 | 37 | | 5electric company, as those terms are defined in section 1 of chapter 164, the following shall be |
|---|
| 38 | 38 | | 6permitted to participate as full parties in the proceeding: |
|---|
| 39 | 39 | | 7 (1) any municipality that is within the service area of such company; 2 of 2 |
|---|
| 40 | 40 | | 8 (2) any member of the general court whose district includes ratepayers of such company; |
|---|
| 41 | 41 | | 9and |
|---|
| 42 | 42 | | 10 (3) any group of not less than 10 persons who are ratepayers of the company. |
