An Act to establish group purchasing programs for solar, heat pumps, and insulation.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. (a) The executive office of energy and environmental affairs shall be
2directed to develop the following group purchasing discount programs modeled after the Solarize
3program, wherein the price decreases as the number of participants increases:
4 (1) A Solarize II program to provide group purchasing discounts for homeowners who
5buy solar photovoltaic (PV).
6 (2) A Heat Pump Mass program to provide group purchasing discounts for homeowners
7who buy and use heat pumps.
8 (3) An Insulate Mass program to provide group purchasing discounts for insulation for
9homes and businesses, including but not limited to expanding foam insulation.
