2626 An Act creating pathways toward net-zero neighborhoods.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 SECTION 1. Section 1 of chapter 164 of the General Laws, as appearing in the 2022
3030 2Official Edition, is hereby amended by inserting after the definition of “mitigation” the
3131 3following:-
3232 4 “Non-emitting thermal energy,” thermal energy and associated infrastructure that
3333 5supplies heating, or heating and cooling, from fuel sources whose combustion does not emit
3434 6greenhouse gases as defined in section 1 of chapter 21N.
3535 7 SECTION 2. Section 92 of said chapter 164, as so appearing, is hereby amended by
3636 8adding the following:-
3737 9 The department may order a gas company to terminate natural gas service to a customer
3838 10where such proposal ensures that the affected customer retains continuous access to safe, reliable
3939 11and affordable thermal energy services. A company offering to provide non-emitting thermal
4040 12energy has satisfied the requirement to supply petitioner. 2 of 2
4141 13 SECTION 3: Section 94 of Chapter 143 of the General Laws, as so appearing, is hereby
4242 14amended by adding the following:
4343 15 (s): In consultation with the department of energy resources, to develop requirements and
4444 16promulgate regulations as part of the 2027 update to the state building code, in addition to the
4545 17requirements of the latest International Energy Conservation Code, requiring all new space
4646 18cooling technologies installed in new or existing single-, two-, and three- family homes and any
4747 19other appropriate structure type to be capable of both heating and cooling and integrated with
4848 20any other heating system into a thermostat-controlled system to operate for heat when cost-
4949 21effective to do so.
