30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |

32 | 32 | | 1 SECTION 1. (a) There shall be a special legislative commission established pursuant to |
---|
33 | 33 | | 2section 2A of chapter 4 of the General Laws to investigate and study the feasibility of |
---|
34 | 34 | | 3establishing a statewide Massachusetts Caribbean American Cultural Center in the City of |
---|
35 | 35 | | 4Boston. |
---|
36 | 36 | | 5 (b) The commission shall investigate and study various methods for establishing a |
---|
37 | 37 | | 6Massachusetts Caribbean American Cultural Center in the City of Boston, including, but not |
---|
38 | 38 | | 7limited to, the creation of a nonprofit organization to oversee the construction and management |
---|
39 | 39 | | 8of the Massachusetts Caribbean American Cultural Center. The commission shall consider the |
---|
40 | 40 | | 9representation of the over 300-year history of Caribbeans in the Commonwealth of |
---|
41 | 41 | | 10Massachusetts and shall evaluate the costs associated with each method. |
---|
42 | 42 | | 11 SECTION 2. (a) The commission shall be composed of the following members: 2 of 2 |
---|
43 | 43 | | 12 (1) three members of the House of Representatives, three of whom shall be of Caribbean |
---|
44 | 44 | | 13descent or represent a district with a significant population of Caribbean people, two of whom |
---|
45 | 45 | | 14shall be appointed by the Speaker of the House of Representatives, and one of whom shall be |
---|
46 | 46 | | 15appointed by the House Minority Leader; |
---|
47 | 47 | | 16 (2) three members of the Senate, three of whom shall be of Caribbean descent or |
---|
48 | 48 | | 17represent a district with a significant population of Caribbean people, two of whom shall be |
---|
49 | 49 | | 18appointed by the Senate President, and one of whom shall be appointed by the Senate Minority |
---|
50 | 50 | | 19Leader; |
---|
51 | 51 | | 20 (3) one person to be appointed by the Mayor of the City of Boston; |
---|
52 | 52 | | 21 (4) one person to be appointed by the Governor; and |
---|
53 | 53 | | 22 (5) not more than fifteen additional members from across the Commonwealth of |
---|
54 | 54 | | 23Massachusetts, whose appointments shall be considered and approved by three members of the |
---|
55 | 55 | | 24House of Representatives and three members of the Senate. The commission shall elect two co- |
---|
56 | 56 | | 25chairs from among its members. |
---|
57 | 57 | | 26 (b) All appointments to the commission shall be made no later than June 30, 2026. |

58 | 58 | | 27 SECTION 3. The commission shall submit its findings, including any recommendations |
---|
59 | 59 | | 28for legislation, to the clerks of the House of Representatives and the Senate no later than |
---|
60 | 60 | | 29December 31, 2026. |
