28 | 28 | | 1 Chapter 161A of the General Laws, as appearing in the 2022 Official Edition, is hereby |

29 | 29 | | 2amended by inserting after Section 52 the following new section:- |

30 | 30 | | 3 Section 53. Commuter rail service fares |
---|
31 | 31 | | 4 Section 1. The General Manager of the Metropolitan Boston Transit Agency (“MBTA”) |

32 | 32 | | 5shall create fare structure for the MBTA commuter rail designed to increase ridership among |
---|
33 | 33 | | 6residents of transit-oriented areas, including but not limited to the consideration of the following |
---|
34 | 34 | | 7fare structure: |

35 | 35 | | 8 A $10 all-inclusive weekday fare comparable to the existing $10 weekend and holiday |
---|
36 | 36 | | 9fare; |
---|
37 | 37 | | 10 One-way fares not to surpass three times the regular subway fare; 2 of 2 |
---|
38 | 38 | | 11 Monthly passes priced for hybrid workers, for example those who commute three days |
---|
39 | 39 | | 12per week rather than five days per week; |
---|
40 | 40 | | 13 Discounts for purchasing multiple rides, for example a 10- or 12-pack; |

41 | 41 | | 14 Reducing the number of commuter rail zones and simplifying overall fare pricing; |

42 | 42 | | 15 Off-setting ticket price reductions with increased parking rates. |

43 | 43 | | 16 Section 2. Within 12 months of enactment, the General Manager of the MBTA shall |

44 | 44 | | 17submit recommendations for these and other possibilities to the Governor and the Legislature, |

45 | 45 | | 18along with estimates for the impact on ridership. |

46 | 46 | | 19 Section 3. Within 24 months of enactment, the General Manager of the MBTA shall |

47 | 47 | | 20execute pilot programs to test the implementation and impact on commuter rail ridership based |
