2626 An Act to improve the efficiency and cost-effectiveness of the MBTA.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 SECTION 1. Chapter 161A of the General Laws is hereby amended by adding the
3030 2following section:
3131 3 Section 53. (a) The Massachusetts Bay Transportation Authority shall expand its public
3232 4dashboards to include benchmarking metrics against regional transit authorities, including but
3333 5not limited to the Pioneer Valley Transit Authority and the Worcester Regional Transit
3434 6Authority. The metrics shall include cost-per-passenger-trip, cost-per-vehicle-mile, revenue
3535 7recovery ratios, administrative overhead as a percentage of operating costs, and other
3636 8performance indicators as determined by the authority.
3737 9 (b) The Massachusetts Bay Transportation Authority shall establish a system to monitor
3838 10on-time performance for all modes of transit, including buses, commuter rail, ferries, and subway
3939 11services. The authority shall adopt an on-time performance goal of 80 percent or higher and 2 of 2
4040 12conduct monthly route audits. The findings of such audits shall be made publicly available
4141 13through the authority’s reliability dashboard.
4242 14 (c) The Massachusetts Bay Transportation Authority shall develop and implement a fleet
4343 15replacement program to modernize its vehicle inventory. The program shall prioritize the
4444 16acquisition of low-emission and accessible vehicles and shall comply with federal and state
4545 17environmental standards.
4646 18 (d) The Massachusetts Bay Transportation Authority shall equip all vehicles with real-
4747 19time tracking technology to monitor service delays, passenger load, and operational status. The
4848 20tracking data shall be integrated into the authority’s public dashboards to provide real-time
4949 21updates to passengers and transit planning staff.
5050 22 (e) The Massachusetts Bay Transportation Authority shall submit an annual report to the
5151 23Joint Committee on Transportation and the clerks of the House of Representatives and Senate.
5252 24The report shall summarize: (1) progress on the implementation of benchmarking metrics and
5353 25public dashboard updates; (2) results of monthly route audits and progress toward on-time
5454 26performance goals; (3) updates on the fleet replacement program; and (4) improvements in
5555 27service reliability, cost-effectiveness, and passenger satisfaction.
