| 27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 28 | 28 | | of the same, as follows: |
|---|
| 29 | 29 | | 1 SECTION 1. Notwithstanding any general or special law or rule to the contrary, the |
|---|
| 30 | 30 | | 2secretary of transportation shall promulgate regulations relative to the registration and insurance |
|---|
| 31 | 31 | | 3of electric bicycles and motorized scooters, as defined in section 1 of chapter 90 of the General |
|---|
| 32 | 32 | | 4Laws; as well as any electric or motorized battery-powered vehicle capable of speeds exceeding |
|---|
| 33 | 33 | | 5thirty miles per hour. |
|---|
| 34 | 34 | | 6 SECTION 2. Section 11B¾ of chapter 85 of the General Laws, as so appearing, is hereby |

| 35 | 35 | | 7amended by inserting the following subsection:- |
|---|
| 36 | 36 | | 8 (i) No later than ten days after the purchase of an electric bicycle, the owner of such |
|---|
| 37 | 37 | | 9bicycle shall fulfill all appropriate registration requirements with the registry of motor vehicles. |

| 38 | 38 | | 10 SECTION 3. Section 1E of chapter 90 of the General Laws, as so appearing, is hereby |

| 39 | 39 | | 11amended by striking out the first sentence and inserting in place thereof the following:- 2 of 2 |

| 40 | 40 | | 12 A motorized scooter shall not be operated on any way by a person who has not obtained |
|---|
| 41 | 41 | | 13proper registration for the scooter with the registry of motor vehicles, or who does not possess a |
|---|
| 42 | 42 | | 14valid driver's license or learner's permit, nor at a speed in excess of 20 miles per hour. |

| 43 | 43 | | 15 SECTION 4. Section 34J of Chapter 90 of the General Laws, as so appearing, is hereby |

| 44 | 44 | | 16amended by inserting the following:- |

| 45 | 45 | | 17 For the purposes of this section, "motor vehicle" shall include electric bicycles |
|---|
| 46 | 46 | | 18and motorized scooters, as defined in section one, or any electric or battery powered device |
|---|
| 47 | 47 | | 19which is capable of being driven or ridden at speeds exceeding 20 miles per hour. |
