Congress of the United States to ratify the proposed amendment to the Constitution of the United

Resolutions ratifying the proposed amendment to the 	Constitution of the United States for 
federal regulation of child labor.
1 Whereas, The Sixty-eighth Congress by both Houses passed the following proposed 
2amendment to the Constitution of the United States:
3 Resolved by the Senate and House of Representatives of the United States of America in 
4Congress assembled (two-thirds of each House concurring therein), That the following article is 
5proposed as an amendment to the Constitution of the United States which, when ratified by the 
6legislatures of three-fourths of the several States, shall be valid to all intents and purposes as a 
7part of the Constitution:
8 “Article XX,
9 “Section 1. The Congress shall have power to limit, regulate, and prohibit the labor of 
10persons under eighteen years of age. 2 of 2
11 “Sec. 2. The power of the several States is unimpaired by this article except that the 
12operation of State laws shall be suspended to the extent necessary to give effect to legislation 
13enacted by the Congress;” now therefore be it
14 Resolved, That the said proposed amendment is hereby ratified by the legislature of the 
15commonwealth of Massachusetts; and be it further
16 Resolved, That a certified copy of the foregoing preamble and resolution be forwarded by 
17the Secretary of the Commonwealth to the Archivist of the United States in accordance with 
18Title 1, United States Code, section 106b.
