| 27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 28 | 28 | | of the same, as follows: |

| 29 | 29 | | 1 SECTION 1. The coastal zone management office within the executive office of |
|---|
| 30 | 30 | | 2environmental affairs, established pursuant to section 4A of chapter 21A of the General Laws, |
|---|
| 31 | 31 | | 3shall conduct a study over 3 years to assess the needs, readiness and response of the emergency |
|---|
| 32 | 32 | | 4management systems for coastal communities and coastal resiliency. The study shall identify |
|---|
| 33 | 33 | | 5strengths and weaknesses of state, regional and municipal readiness plans, supplies, shelters, |
|---|
| 34 | 34 | | 6response assets and volunteer recruitment capabilities. The study shall identify costs for |
|---|
| 35 | 35 | | 7emergency management responses, as well as mitigation, and adaption actions for coastal |
|---|
| 36 | 36 | | 8resiliency improvements. |
|---|
| 37 | 37 | | 9 SECTION 2. Not later than June 30, 2028, the coastal zone management office shall |
|---|
| 38 | 38 | | 10submit its report containing the results of the study conducted pursuant to section 1, together |
|---|
| 39 | 39 | | 11with any proposed legislation, to the clerks of the house of representatives and the senate, the 2 of 2 |
|---|
| 40 | 40 | | 12joint committee on emergency preparedness and management and joint committee on |
|---|
| 41 | 41 | | 13environment and natural resources. |
