30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |
---|
32 | 32 | | 1 Chapter 29 of the General Laws is hereby amended by inserting after section 2JJJJJJ the |
---|
33 | 33 | | 2following section:- |
---|
34 | 34 | | 3 Section 2KKKKKK. (a) For purposes of this section, “qualifying municipality” shall |
---|
35 | 35 | | 4mean a city or town with a population of less than 50,000 residents. |
---|
36 | 36 | | 5 (b) There shall be established and set up on the books of the commonwealth a separate |
---|
37 | 37 | | 6fund to be known as the Suburban Infrastructure Fund. The fund shall be credited with revenue |
---|
38 | 38 | | 7from appropriations, bonding or other monies authorized by the general court and specifically |
---|
39 | 39 | | 8designated to be credited to the fund and investment income earned on the fund’s assets, and all |
---|
40 | 40 | | 9other sources. Money remaining in the fund at the end of the fiscal year shall not revert to the |
---|
41 | 41 | | 10General Fund. 2 of 2 |

42 | 42 | | 11 (c) The fund shall be administered by the executive office for administration and finance |
---|
43 | 43 | | 12and shall be exclusively for qualifying municipalities. Amounts credited to this fund shall be |
---|
44 | 44 | | 13applied for by qualifying municipalities through a grant process established by the executive |
---|
45 | 45 | | 14office for the improvements of town-owned roads, bridges and sidewalks in qualifying |
---|
46 | 46 | | 15municipalities. |
---|
47 | 47 | | 16 (d) One hundred per cent of the monies deposited in the fund, but not less than |
---|
48 | 48 | | 17$250,000,000 in aggregate, in each fiscal year, shall be distributed to qualifying municipalities |
---|
49 | 49 | | 18that apply for funds to cover or reduce the cost of specific town-owned road, bridge or sidewalk |
---|
50 | 50 | | 19projects within the qualifying municipality. |
