An Act to improve healthcare and reduce consumer costs.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. Section 51 of chapter 111 of the General Laws, as appearing in the 2022 
2Official Edition, is hereby amended by inserting after the second paragraph the following 
3paragraph:-
4 No original license shall be issued to establish or maintain a for-profit hospital or a for-
5profit clinic providing ambulatory surgery.
6 SECTION 2. Section 51G of said chapter 111, as most recently amended by section 64 of 
7chapter 343 of the acts of 2024, is hereby amended by adding the following paragraph:-
8 (9) No original license shall be granted to establish or maintain a for-profit acute care 
9hospital.
10 SECTION 3. Section 4 of chapter 175 of the General Laws, as appearing in the 2022 
11Official Edition, is hereby amended by adding the following subsection:- 2 of 2
12 (18) Notwithstanding any other general or special law to the contrary, the commissioner 
13shall not grant licenses or certificates of authority to issue policies of health insurance to any for-
14profit company.
15 SECTION 4. This act shall take effect 18 months following the date of its enactment.
