| 30 | 30 | | Whereas, The deferred operation of this act would tend to defeat its purpose, which is to |
|---|
| 31 | 31 | | assist disabled veterans, therefore it is hereby declared to be an emergency law, necessary for the |
|---|
| 32 | 32 | | immediate preservation of the public convenience. |
|---|
| 33 | 33 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 34 | 34 | | of the same, as follows: |
|---|
| 35 | 35 | | 1 (a) There shall be a special commission established to modernize the language defining |
|---|
| 36 | 36 | | 2disabled veteran pursuant to the eighth paragraph of section 2 of chapter 90 of the General Laws |
|---|
| 37 | 37 | | 3and in all other registry of motor vehicle laws and regulations pertaining to disabled veterans. |
|---|
| 38 | 38 | | 4 (b) The commission shall consist of 9 members that shall include: the director of the |
|---|
| 39 | 39 | | 5registry of motor vehicles or the director's designee, who shall serve as co-chair; the veteran |
|---|
| 40 | 40 | | 6advocate of the office of the veteran advocate or the advocate’s designee, who shall serve as co- |
|---|
| 41 | 41 | | 7chair; 1 member appointed by the attorney general that shall be a representative from Disability |
|---|
| 42 | 42 | | 8Law Center; 1 member appointed by the Disabled American Veterans that shall be an expert in |
|---|
| 43 | 43 | | 9veteran prosthetics; 1 member appointed by the governor that shall be a representative from the 2 of 2 |
|---|
| 44 | 44 | | 10city of Boston’s US Department of Veterans Affairs healthcare system that shall be a senior |
|---|
| 45 | 45 | | 11health care provider and researcher; 2 members appointed by the speaker of the house of |
|---|
| 46 | 46 | | 12representatives that shall be members of the house of representatives, 1 of whom shall be a |
|---|
| 47 | 47 | | 13veteran; and 2 members appointed by the senate president that shall be members of the senate, 1 |
|---|
| 48 | 48 | | 14of whom shall be a veteran. |
|---|
| 49 | 49 | | 15 (c) The commission shall prepare a report on its activities and on any findings and |
|---|
| 50 | 50 | | 16recommendations for proposed legislation. Not later than 1 year after the enactment of the |
|---|
| 51 | 51 | | 17special commission, the report shall be submitted to the: (i) chairs of the joint committee on |
|---|
| 52 | 52 | | 18veterans and federal affairs; (ii) chairs of the joint committee on transportation; (iii) chairs of the |
|---|
| 53 | 53 | | 19senate and house committees on ways and means; and (iv) offices of the house and senate clerk. |
