2727 An Act relative to cardiopulmonary resuscitation and automatic external defibrillator education
2828 in public schools.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. Chapter 69 of the General Laws is hereby amended by inserting a new
3232 2section:
3333 3 Section 1U. Subject to appropriation and in accordance with Chapter 70, the department
3434 4shall establish a health education grant program. The department shall make rules
3535 5 (a) creating a grant program to assist a school district with the implementation of this
3636 6section; and;
3737 7 (b) establishing the criteria for the grant program, including:
3838 8 (i) an application format;
3939 9 (ii) relevant timelines and deadlines
4040 10 (iii) a scoring rubric, including criteria to determine a grant award amount; 2 of 3
4141 11 (iv) allowable uses of a grant award; and
4242 12 (v) any relevant data to evaluate the program that the department determines is necessary
4343 13 The health education grant program shall include instruction for cardiopulmonary
4444 14resuscitation and the use of automatic external defibrillators. Instruction in hands only
4545 15cardiopulmonary resuscitation and the use of automatic external defibrillators must be the most
4646 16current national evidence-based Emergency Cardiovascular Care guidelines and incorporate
4747 17psychomotor skills development into the instruction. “Psychomotor skills” is defined as the use
4848 18of hands-on practicing and skills testing to support cognitive learning. A licensed teacher shall
4949 19not be required to be a certified trainer of cardiopulmonary resuscitation, to facilitate, provide or
5050 20oversee such instruction for non-certification. Courses which result in a certification being
5151 21earned are required to be taught by an authorized CPR/AED instructor.
5252 22 SECTION 2. The first paragraph of section 1 of chapter 71 of the General Laws, as
5353 23appearing in the 2024 Official Edition, is hereby amended by striking out the sixth sentence and
5454 24inserting in place thereof the following sentences:-
5555 25 All public high school students shall be required to study and to demonstrate a general
5656 26knowledge of cardiopulmonary resuscitation and the use of automatic external defibrillators as a
5757 27prerequisite for graduation. The instruction must be based on an instructional program
5858 28established by the American Heart Association or the American Red Cross or another program
5959 29which is nationally recognized and uses the most current national evidence-based Emergency
6060 30Cardiovascular Care guidelines and incorporates psychomotor skills development into the
6161 31instruction. Psychomotor skills” is defined as the use of hands-on practicing and skills testing to
6262 32support cognitive learning. A licensed teacher shall not be required to be a certified trainer of 3 of 3
6363 33cardiopulmonary resuscitation, to facilitate, provide or oversee such instruction for non-
6464 34certification. Courses which result in a certification being earned are required to be taught by an
6565 35authorized CPR/AED instructor.
