2626 An Act relative to state engagement in the education of gifted and talented students.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Section 1B of Chapter 69 of the General Laws, as appearing in the 2022 Official Edition,
3030 2is hereby amended by inserting at the end of the sixth paragraph, the following three paragraphs:
3131 3 The board shall create state policies and procedures to ensure appropriate education of
3232 4advanced and gifted students in all grades K-12.
3333 5 The board shall survey schools and districts on an annual basis to report the following:
3434 6 (a)The policies and procedures they have in place to identify and educate their
3535 7advanced, gifted and talented students
3636 8 (b)the number of advanced and gifted students, disaggregated by race/ethnicity and
3737 9low-income, identified and served at each of the K-12 grade levels
3838 10 The board shall compile and publish the information received regarding (a) and (b) in an
3939 11annual compiled report, and as part of the school and district profiles on the department website. 2 of 2
4040 12 The board shall ensure that district programming for advanced students is based on best
4141 13practices identified within the field of gifted education, and that gifted, talented and advanced
4242 14students of all ages receive effective challenges within their zones of proximal development
4343 15throughout the ordinary school day. The Board shall publish an annual report describing how the
4444 16state and districts are developing structural capacity to provide gifted, talented and advanced
4545 17students the opportunity to reach their full potential to fulfill, for them, the intent stated in section
4646 181 of this chapter.
