3131 Proposal for a legislative amendment to the Constitution Proposal for a legislative amendment to
3232 the Massachusetts Constitution, for a Constitutional right to employable skills training.
3333 A majority of all the members elected to the Senate and House of Representatives, in
3434 joint session, hereby declares it to be expedient to alter the Constitution by the adoption of the
3535 following Article of Amendment, to the end that it may become a part of the Constitution [if
3636 similarly agreed to in a joint session of the next General Court and approved by the people at the
3737 state election next following]:
3838 ARTICLE OF AMENDMENT.
3939 1 ARTICLE OF AMENDMENT.
4040 2 1.) The Constitution of The Commonwealth of Massachusetts, is hereby, and thus
4141 3amended, to provide that:
4242 4 Each, and every inhabitant of The Commonwealth of Massachusetts, has a Right to
4343 5Employable Skills Training. 2 of 2
4444 6 2.) The provision of this Right, with equality for all individuals, shall be subject to
4545 7appropriate legislation by the Great and General Court. The Commonwealth of Massachusetts,
4646 8shall have statutory, and regulatory authority, to accomplish the goals of this Constitutional
4747 9Amendment.
4848 10 3.) All legal residents of Massachusetts, shall be eligible for a Constitutional Right to
4949 11Employable Skills Training, for the purposes of assisting in their degrees of self-sufficiency, in
5050 12providing sound foundations for the economic health of our people, and Commonwealth, and for
5151 13the strengthening of our neighborhoods, and communities.
5252 14 4.) This Right, shall permit up to two (2) years of specific technical, or other employable
5353 15skills training, in an accredited technical skills program, in such institutions, and their successors,
5454 16as high schools, regional vocational technical schools, junior colleges, colleges, universities, and
5555 17accredited for-profit schools. The tuition costs of this training, may be compensated by The
5656 18Commonwealth of Massachusetts, entirely; and/or partially by other transparent partnership
5757 19arrangements with employers, and/or other appropriate institutions. At the conclusion of such
5858 20training, individuals shall be encouraged, and preferably have a bridge to specific employment
5959 21positions.
