34 | 34 | | joint session, hereby declares it to be expedient to alter the Constitution by the adoption of the |
---|
35 | 35 | | following Article of Amendment, to the end that it may become a part of the Constitution [if |
---|
36 | 36 | | similarly agreed to in a joint session of the next General Court and approved by the people at the |
---|
37 | 37 | | state election next following]: |

38 | 38 | | ARTICLE OF AMENDMENT. |

39 | 39 | | 1 ARTICLE OF AMENDMENT. |

40 | 40 | | 2 1.) The Constitution of The Commonwealth of Massachusetts, is hereby, and thus |
---|
41 | 41 | | 3amended, to provide that: |
---|
42 | 42 | | 4 Each, and every inhabitant of The Commonwealth of Massachusetts, has a Right to |
---|
43 | 43 | | 5Employable Skills Training. 2 of 2 |
---|
44 | 44 | | 6 2.) The provision of this Right, with equality for all individuals, shall be subject to |
---|
45 | 45 | | 7appropriate legislation by the Great and General Court. The Commonwealth of Massachusetts, |
---|
46 | 46 | | 8shall have statutory, and regulatory authority, to accomplish the goals of this Constitutional |
---|
47 | 47 | | 9Amendment. |
---|
48 | 48 | | 10 3.) All legal residents of Massachusetts, shall be eligible for a Constitutional Right to |
---|
49 | 49 | | 11Employable Skills Training, for the purposes of assisting in their degrees of self-sufficiency, in |
---|
50 | 50 | | 12providing sound foundations for the economic health of our people, and Commonwealth, and for |
---|
51 | 51 | | 13the strengthening of our neighborhoods, and communities. |
---|
52 | 52 | | 14 4.) This Right, shall permit up to two (2) years of specific technical, or other employable |
---|
53 | 53 | | 15skills training, in an accredited technical skills program, in such institutions, and their successors, |
---|
54 | 54 | | 16as high schools, regional vocational technical schools, junior colleges, colleges, universities, and |
---|
55 | 55 | | 17accredited for-profit schools. The tuition costs of this training, may be compensated by The |
---|
56 | 56 | | 18Commonwealth of Massachusetts, entirely; and/or partially by other transparent partnership |
---|
57 | 57 | | 19arrangements with employers, and/or other appropriate institutions. At the conclusion of such |
---|
58 | 58 | | 20training, individuals shall be encouraged, and preferably have a bridge to specific employment |
---|
59 | 59 | | 21positions. |
---|
